About this file
This is an Evaluation Criteria Scorecard used by the Massachusetts Department of Elementary and Secondary Education (DESE) to assess vendor responses for RFR 27OSTBH1, which solicits multiple vendors to deliver Department-developed interpreter training courses. The courses may be offered through virtual or in-person modalities, with districts also eligible to apply subject to participation and scheduling requirements. The bid is covered under World Trade Organization (WTO) provisions. The solicitation seeks vendors capable of delivering approved education interpretation training to public school educators and school-based personnel across multiple Massachusetts geographic regions, with flexibility in course delivery formats and locations to meet Department needs.
The scorecard establishes evaluation criteria totaling 100 points across required qualifications, supplier diversity program plans, preferred qualifications, vendor narratives, course delivery capacity, instructor qualifications, budget submissions, and organizational commitment to equity. Required qualifications include ensuring instructor completion of Department-sponsored training, staff expertise, access to wheelchair-accessible instructional space for in-person training, and technology infrastructure for online delivery. Bidders responding to this RFR valued over $250,000 annually must submit a Supplier Diversity Program (SDP) form with a minimum 1% commitment, with points awarded on a tiered scale from 5 to 25 points based on the percentage commitment. District bidders must demonstrate compliance with requirements that courses be conducted outside regular work hours and that at least 50% of participants in each course section originate from outside the bidding district. The scorecard uses a rubric ranging from non-responsive (0 points) to outstanding (5 points) across multiple weighted evaluation criteria.
