About this file
This document is an Addendum to the City of Raleigh's Request for Proposals (RFP) #274-PRCR-UF-MSA-OnCall for Urban Forestry MSA On-Call Services. The RFP seeks to identify multiple vendors to contract with for tree maintenance, arborist services, and replanting services to support the City's Parks, Recreation, and Cultural Resources Department. The Addendum provides clarifications and answers to questions from potential proposers, including details on project scheduling, storm response, debris disposal, permitting, work assignments, utility coordination, communication methods, stump grinding, and proposal format requirements. The RFP has a proposal due date of August 30, 2024 at 4:00 p.m., and the anticipated contract start date is the first part of December 2024.
The RFP does not require proposers to submit a "not to exceed" cost, but rather requests a cost sheet or cost estimate with any assumptions listed for the categories the firm wishes to be considered for. The work will be assigned based on the appropriate category and best fit for each project's defined scope of work, and the City will coordinate with Duke Progress Energy as necessary. Proposers may seal their financial information and mark it as confidential for review only by the RFP evaluation team.

Question 1: Tab 4 in the RFP references a project schedule, how do we submit a project schedule under an MSA on-call RFP?
Answer 1: The project schedule would come into play more after the contract award at the time an Statement of Work (SOW) will be issued. The project manager will contact the vendor and ask him to provide a cost estimate with a schedule to complete the work in question.
Question 2: Is any storm response included under this MSA on-call contract?
Answer 2: No, storm response work will be handed under another city-wide contract.
Question 3: Is there a landfill where the debris could be taken?
Answer 3: Not a free one. In some cases, the SOW may allow debris to be chipped and left on site.
Question 4: Will the vendors be responsible for acquiring the required permits for tree work?
Answer 4: The City will handle that. The City won’t provide any traffic control or lane closure support, however.
Question 5: Does the City anticipate assigning work to different vendors based on sections of the city? Or breaking the work up by specific parks.
Answer 5: No, work will be assigned based on the appropriate category and best fit for each project's defined scope of work.
Question 6: Will any of the work require work need utility lines and coordination with Duke Progress Energy?
Answer 6: The City will coordinate with Duke Progress Energy if necessary.
Question 7: What will be the primary method of communication between the City and the vendor?
Answer 7: Email.
Question 8: Are any of these stumps located in marshy areas?
Answer 8: No
Question 9: How far down should stumps be ground?
Answer 9: Generally 6” down. Exceptions may be made for areas with underground utilities.
Question 10: When would the work begin?
Answer 10: We estimate the first part of December 2024 based on contract routing timeframes.
Question 11: Appendix I asks for a “not to exceed” cost for the proposal.
Answer 11: This does not need to be completed. Please just provide a cost sheet or cost estimate with any assumptions listed for the categories your firm wishes to be considered.
Question 12: Is it ok to seal Tab 3: Financial Information and mark it as “Confidential” for review only by the RFP review team?
Answer 12: Yes, that is acceptable.
