About this file

This is Addendum 1 to Request for Quote 27047-A issued by Fayette County, Georgia, addressing clarifications and revisions to the Kiwanis Park Barrier Netting project. The original RFQ solicited quotes for the construction and installation of a permanent barrier netting system at Kiwanis Park, 936 Redwine Road, Fayetteville, Georgia. A mandatory pre-quote conference and site visit was scheduled for 10:30 a.m. on Tuesday, October 6, 2026, at the project location, with questions due by 3:00 p.m. on Friday, October 9, 2026, and quotes due by 3:00 p.m. on Tuesday, October 20, 2026. The project involves the construction and installation of a permanent structural system including 50-foot poles, foundations, structural supports, and associated components for the barrier netting installation.

The addendum clarifies that a Georgia General Contractor license is required for contractors contracting directly with the County to perform this work, unless the responder can establish that the scope qualifies for a specific exemption recognized by the Georgia State Licensing Board. The original RFQ specified 3-inch Schedule 40 steel poles, but the addendum revises the pole specifications to allow an engineered alternate pole system. Contractors may propose alternative pole systems, including larger diameter poles such as 16-inch poles, provided the final design is supported by sealed structural drawings and calculations prepared by a Georgia-licensed design professional and submitted for County review and approval prior to installation. The engineered design must demonstrate compliance with applicable adopted codes and design criteria and address the complete barrier-netting system, including pole diameter, wall thickness, steel specification, height, foundation dimensions, embedment depth, reinforcement, connections, netting loads, and wind loads. Prior to installation, the successful contractor must also provide detailed manufacturer installation instructions along with the sealed structural drawings and calculations for County approval.

Subject: RFQ 27047-A: Kiwanis Park Barrier Netting

Addendum #1

Gentlemen/Ladies:

Below, please find responses to questions, clarification, and additional information for the above-referenced Request for Quote. This information shall be considered when preparing your quote.

1. Could you confirm if this requires a Georgia GC license to bid & perform?

Yes. A Georgia General Contractor license will be required for the contractor contracting directly with the County to perform this work, unless the responder can establish that the entire scope qualifies for a specific exemption recognized by the Georgia State Licensing Board.

The project involves the construction and installation of a permanent structural system, including 50-foot poles, foundations, structural supports, and associated components. Georgia law generally requires a licensed General Contractor to contract for, offer to perform, or perform construction of public and other structures. Any responder relying on a specialty-contractor exemption will be responsible for demonstrating that the proposed scope falls within that exemption.

2. Based on the overall height and spacing of the system, we do not feel the pole size currently shown on the plans is adequate for this application. We reviewed the system with our engineer to make sure we were recommending the safest and most durable option, and his recommendation is to use 16" poles. The larger poles will provide the strength and rigidity needed for the system, prevent bending over time, and ultimately provide a safer, longer-lasting system. We wanted to bring this recommendation to your attention so the project team can consider what we believe is the appropriate system for this application.

The County acknowledges the concern regarding the 3½-inch Schedule 40 steel poles currently identified in the RFQ.

Given the proposed 50-foot height, pole spacing, netting area, and wind loading imposed on the system, the final pole and foundation design must be supported by structural engineering.

The County will not require installation of a specified pole size where the project engineer determines that the specified member is inadequate for the intended application.

The complete system shall be designed for the actual site conditions and applicable loads and shall include the poles, netting, foundations, embedment, connections, cables, attachment points, and other structural components necessary for a complete installation.

3. We are reviewing RFQ 27047-A for the Kiwanis Park Barrier Netting project and request clarification regarding the pole specifications on page 7. The specifications call for two Schedule 40, 3½-inch-diameter steel poles extending 50 feet above finished grade. After reviewing the proposed height and spacing with our supplier, Unlimited Sports Solutions, they expressed concern that the specified pole diameter is inadequate for this application. USS consulted their engineer, whose recommendation is to use 16-inch-diameter poles. The larger poles are recommended to provide the structural strength needed for the netting system, limit excessive bending under anticipated loads (some of which we are already seeing at the park), and support a safer, longer-lasting installation. Will the County allow substitution of 16-inch-diameter steel poles, with final pole construction, foundation dimensions, embedment depth, and support requirements established through engineering? The proposed system would be supported by stamped engineered drawings and structural calculations for County review and approval, as required by the RFQ. Please confirm whether this substitution is acceptable for inclusion in our quote and whether an addendum will be issued clarifying the pole requirements.

The County will allow an engineered alternate pole system to be proposed. However, acceptance should not be interpreted as approval of a 16-inch-diameter pole specifically based solely upon diameter.

The final pole diameter, wall thickness, steel specification, height, foundation dimensions, embedment depth, reinforcement, connections, netting loads, wind loads, and other structural requirements shall be established by the project engineer.

Prior to installation, sealed structural drawings and calculations prepared by a Georgia-licensed design professional shall be submitted to the County for review and approval. The engineered design shall demonstrate compliance with the applicable adopted codes and design criteria and shall address the complete barrier-netting system.

For quote purposes, responders may base their proposal on an engineered alternate system meeting these requirements.

REVISIONS AND ADDITIONAL REQUIREMENTS:

The pole specifications contained in the original RFQ are hereby revised to allow an engineered alternate pole system as described in the responses above. To the extent that the original RFQ requires 3½-inch Schedule 40 steel poles and that requirement conflicts with this addendum, this addendum shall govern.

Prior to installation, the successful contractor shall also provide detailed manufacturer installation instructions for the proposed system, along with the required sealed structural drawings and calculations, for County review and approval.
