About this file

The document is a Technical Questionnaire for a Mass Communication System Request for Proposal (RFP) issued by Jefferson County Public School District (Jeffco) in Colorado. The RFP seeks a modern, cloud-based mass communication platform to replace the district's existing SchoolMessenger Communicate system, targeting comprehensive communication capabilities across more than 140 schools. The questionnaire extensively covers technical requirements including hosting models, cybersecurity protocols, authentication methods, data governance, accessibility standards, and integration capabilities.

The technical questionnaire emphasizes critical requirements such as multi-language support, web accessibility conformance (WCAG 2.1 Level AA), single sign-on compatibility, user rostering, role-based access control, and robust data security measures. Key vendor evaluation areas include personally identifiable information (PII) handling, cybersecurity insurance, incident response protocols, service level agreements (SLAs), disaster recovery procedures, and technical infrastructure details. The document requires vendors to provide comprehensive responses about their solution's technical capabilities, security frameworks, data management practices, and compliance with educational technology standards like OneRoster and Ed-Fi.
