SECTION IV: TECHNICAL SPECIFICATIONS & MANDATORY
REQUIREMENTS
The specifications below establish minimum requirements and preferred performance outcomes.
Offerors shall identify any exceptions, clarifications, substitutions, or alternative approaches in the required Compliance Matrix. Failure to identify an exception may be treated as confirmation that the proposed solution complies.
Quality Intent: The County will reject proposals that rely solely on standard office furniture, standard-catalog-only configurations, or generic workstation layouts that do not address the County specific operational, spatial, movement, technology, and lifecycle requirements.
4.1 Spatial Design & Transit Navigation
4.1.1 Primary Transit Pathways (MANDATORY)
The layout must provide clear, unobstructed primary walkways meeting the following minimum clearances:
• Primary Corridor #1: No less than 48 inches in width, originating from the rear entrance at the south corner and extending to the equipment room entrance
• Primary Corridor #2: No less than 48 inches in width, originating in the north corner or kitchen hallway and extending to the east corner and entrance to the equipment room.
perpendicular from the rear entrance direction through to the hallway.
• Additional large corridors are desired for multiple pathways for egress and ingress.
• These 48-inch corridors must remain unobstructed at all times, regardless of if all consoles are in lowered (seated), raised (standing) position or some combination of lowered and raised
4.1.2 Inter-Console Access (ADA Compliant)
• Walkways between individual console pods must meet all current ADA accessibility standards
• Inter-console pathways are not required to meet the 48-inch primary corridor standard, provided the primary transit corridors described in 4.1.1 are maintained
4.1.3 Building-Agnostic Architecture (MANDATORY)
• The console system must be fully self-supporting and structurally independent
• The configuration must allow for future building layout alterations — including relocation of interior partitions or office walls — without requiring the disassembly or structural reconfiguration of the console footprint
• Consoles may not be permanently affixed to building walls in a manner that would compromise either structural requirement
4.1.4 Customization & Adaptive Installation
• Proposals must demonstrate a facility-specific spatial design developed for the County’s room dimensions, equipment requirements, workflow, movement needs, and future flexibility.
• Standard product lines may be proposed only if configured or adapted to meet the specific operational, spatial, and lifecycle requirements of this RFP.
• The vendor must demonstrate the capability and commitment to make real-time, on-site design adjustments during installation to account for facility variances, field conditions, or project coordination requirements with the flooring contractor
• The County will give preference to layouts that maximize collaboration, preserve individual workspace, reduce movement conflicts, maintain clear travel paths, and support future adaptability.
4.2 Console Construction & Structural Integrity
4.2.1 Primary Frame
• All consoles must be constructed on an independent, heavy-duty steel sub-structure
• The worksurface must be a non-structural component — it must be removable and replaceable without compromising the integrity of the lift mechanism or equipment housing
• Frame must be rated for a minimum static load of 400 lbs.
4.2.2 Worksurfaces
• Scratch-resistant and impact-resistant — T-molding or iron-on edge banding is not acceptable
• Edges must be finished with mechanically fastened or high-pressure poured urethane to prevent chipping and liquid intrusion
• Surfaces must be chemically resistant to commercial cleaning agents used in 24/7 environments
• Must support dual-surface (linear + upper tier) or cockpit configurations, or a combination of both, at the County's discretion
4.3 Sit/Stand & Monitor Management
4.3.1 Sit/Stand Actuation
• All twelve (12) positions must include electric sit/stand adjustable work surfaces
• Lift motors must be rated for a minimum of 20,000 actuation cycles under full rated load
• Motors must be rated to support the current monitor configuration
• Load rating per display and total shall be noted by offeror. The County seeks a minimum 500 lb. and maximum 1,000 lb. load. If the keyboard area is listed separately it should have a minimum 300 lb. and maximum 600 lb. load, with a table minimum of 500 lb.
4.3.2 Monitor Array System
• The monitor mounting system must be a fully integrated, heavy-duty structural array.
• Current configuration to be supported at installation:
◦ Lower Row: Two (2) wide screen 36-inch monitors
◦ Upper Row: Two (2) 19-inch square monitors and one (1) 21-inch widescreen monitor
• The array must provide Single-Point Focal Depth Adjustment: the operator must be able to move the entire monitor tier forward and backward as a single unit to maintain proper ergonomic eye-to-screen distance
• Upper and lower rows must provide independent height adjustment relative to each other
• The array must provide zero-vibration stability during sit/stand transitions
• The mounting system must also be pre-certified to structurally support a future dual 42-inch large-format configuration which may be curved or standard.
4.4 Equipment Integration & Cable Management
4.4.1 Ventilated Technical Cabinets
Each workstation must include enclosed, ventilated technical equipment cabinets sized and configured for the following equipment:
Equipment Item Qty Per Station Max Dimensions (L x W x H)
Dell OptiPlex SFF PC (CAD/Phone)
2 12" x 4" x 13"
Radio PC 1 12.5" x 7" x 13"
KM Switch 1 12.5" x 2" x 6.2"
Audio Break Out Box (ABOB) 1 15" x 2.5" x 6"
• Cabinets must provide tool-less, pull-out tech trays with a minimum of 80% drawer extension to allow IT personnel to service equipment without removing units from the console
• All equipment must be housed in a manner that is accessible but concealed — no exposed equipment faces visible from the operator position
• One (1) Weather Warn PC (with dedicated 21" monitor, PC unit, and manual activation box 6"x7"x2") must be integrated into a supervisor or designated position's monitor array
— not left on a flat workspace
4.4.2 Cable Management
• All vertical cable routing during sit/stand travel must be managed through high-density
Energy Chains or equivalent cable carrier systems — hanging or loosely looped wires are not acceptable
• Energy Chains must prevent cable pinching, stretching, or disconnection throughout the full range of sit/stand motion
• All cables (power, data, grounding) must be fully enclosed within the chain system
• Horizontal cable management must maintain segregated pathways for power and data to comply with R56 grounding standards
• Under-floor cable routing shall be utilized for all primary connections in the main communications room, compatible with the raised access floor system
4.4.3 Guidecard Integration
• Each workstation must provide a dedicated, integrated off-surface mounting or docking solution for local Guidecard Sets.
• Guidecard rack dimensions are approximately:
◦ 18 inches high
◦ 9 inches long
◦ 3 inches wide
◦ 5–10 pounds total weight
• The mounting solution must keep Guidecard racks entirely off the primary flat work surface while maintaining immediate reach-access within the operator’s Primary Reach Zone, generally 14–18 inches from the operator.
• The mount must be structurally rated for a minimum 15-pound static load without sagging, instability, interference with monitor movement, or obstruction of user controls, power/data access, or workspace functions.
• The solution is a mounted system that allows the Guidecard Set to remain fully operational while secured in the mount, without requiring the operator to remove the Guidecard Set from the mount and without occupying primary table/work surface space.
Acceptable variations may include an articulated arm, swing-arm mount, pivoting bracket, rail-mounted accessory, or other vendor-proposed mounted solution that provides stable support, operator reach access, and ease of use during active dispatch operations.
• Offerors shall describe the proposed Guidecard mounting solution, including mounting location, range of motion, load rating, operator access, effect on workspace clearance, and any limitations.
4.5 Power & Connectivity
• Each console must feature a Master Power Distribution Unit (PDU) requiring a single primary power connection to the building's floor or wall source
• Minimum fifteen (15) user-accessible outlets per console, powered through the internal
PDU
• All internal components (PCs, monitors, heaters, lights) must be powered through the internal PDU
• User-accessible power and data ports must be reachable from the workspace without requiring the operator to reach under or behind the console surface
• Ports must include: standard 15A outlets, USB-A, USB-C, and provisions for emerging connector types
• The vendor must commit to supporting legacy connector types throughout the furniture's service life and making new connector types available as they emerge or are required by the agency.
• All wiring must be R56-compliant with proper grounding
4.6 Supervisor's Office (Position #12)
• Console specifications must be identical to primary room positions
• As the Supervisor's Office lacks raised access flooring, the vendor must provide a coordinated surface-mount cable management raceway system
• The raceway must bridge the transition between wall/ceiling wire runs and the console's internal cable management, resulting in no exposed wiring
• The aesthetic finish of the Supervisor's Office surface-mount raceways must match the primary console finish
• All cabling must be routed through ceiling and/or walls to the console by the vendor or their designated subcontractor
4.7 Environmental Controls & Ergonomics
• Each console must feature Dual-Zone Climate Control:
◦ Filtered airflow directed to the operator's core (torso area)
◦ Radiant heating element for lower extremities (feet/legs area)
◦ Both systems must be integrated into the console's primary PDU and controllable via a single, accessible desktop interface
• Adjustable and dimmable task lighting integrated into the console structure
• Ergonomic design consistent with extended-duration shift requirements
• Compliance with ANSI/HFES 100-2007 and ANSI/BIFMA X5.5 standards required;
documentation of compliance must be included in the proposal
• ADA compliance documentation required
4.8 Operator Workspace & Storage
• Storage solutions must keep work surfaces clear of equipment while maintaining reasonable expansion capacity
• Personal storage options for office supplies must be included per operator position
• Flexible storage post-installation must be possible, including vendor-supported modifications during the warranty period

• Indicator systems must be natively compatible with the Carbyne Apex phone system
• Compatibility with other leading call-handling platforms is strongly preferred for future flexibility.
4.10 Acoustic & Aesthetic Features
• Acoustic control or sound-dampening options must be offered with pricing included in the proposal
• Glass or acrylic divider panels with custom etching and accent lighting are required as an option and must be priced in the proposal
• Common wall dividers (fixed position, not attached to moving work surfaces) are the preferred barrier configuration; glass or acrylic panels are to be incorporated into the upper portion of fixed common walls
• High privacy walls are not required but may be offered as an optional add-on with associated pricing
• Integrated ambient lighting features must be offered
4.11 Seating
Seating is not a required component of this RFP. However, Offerors may include seating as an optional line item with associated pricing if desired.
SECTION V: WARRANTY & LIFECYCLE REQUIREMENTS
5.1 Ten-Year Comprehensive Warranty
The vendor must provide a comprehensive ten (10) year warranty on the complete console system. This warranty must explicitly cover:
• 100% of all parts — including high-wear components such as electric actuators, lift motors, environmental controls (heaters, cooling fans), and status lighting
• 100% of on-site labor for all warranty service calls
• 100% of all freight and shipping costs for replacement parts delivered to Fayette County, Georgia The County strongly prefers warranty coverage that includes all parts, on-site labor, and freight/shipping for the full ten-year warranty period. Proposals that limit labor or shipping coverage to a shorter period must clearly identify the limitation.
5.2 Engineering Continuity Guarantee
The vendor must provide a written Engineering Continuity Guarantee stating that:
