About this file
This is a market research survey and contractor capability assessment document for C-5 Fire Suppression System (FSS) Component Repair services.
The United States Air Force seeks depot-level repair services for nine specific C-5 FSS valve and component assemblies used in the C-5 Galaxy cargo aircraft. The components include diaphragm valves, regulating valves, relief valves, and restrictor valves, each identified by National Stock Number (NSN) and part number. The acquisition strategy is a five-year firm-fixed-price requirements contract. Responses to the Contractor Capability Survey must be submitted by close of business on xx XXX 2026 to Janet Butcher (janet.butcher@us.af.mil) and Regina Daniely (regina.daniely@us.af.mil). The government notes that participation in this market research does not guarantee participation in future solicitations or contract awards, and participants will not be reimbursed for survey participation expenses.
Contractors must demonstrate significant capabilities including dedicated enclosed facility space, multi-shift operational facilities with specified electrical and compressed air infrastructure, and security protocols for government property. The contractor must possess or subcontract for ten specialized shops: machine shop, metal plating, metal processing (heat treating/welding), hydraulic, non-destructive inspection, electrical/environmental, mechanical accessories, paint and corrosion, clean room for composites, and sealant mixing facility. Contractors must also provide documented special tooling and test equipment or obtain approval for substitutions from the Air Force C-5 system engineer. Documentation requirements include quality assurance program details (ISO 9001, AS9100 certifications), production capacity information, past performance on similar projects with contract numbers and points of contact, and capability to handle hazardous waste disposal. The document encourages both large and small businesses, joint ventures, and teaming arrangements to participate.
