V. Award Recommendation
An award recommendation is made to the responsive and responsible Bidder who offers the best value to the State of Michigan. Best value is based on the proposal meeting the minimum point threshold and offering the best combination of the factors stated in the Proposal Instructions Evaluation Process section, and price.
The following bidder, Brogan and Partners provided the best value to the State. Best value factors for Award Recommendation include strength of proposal, relevant experience, past performance and the value-added services provided.
As part of the best value determination, overall economic impact to the State of Michigan was already considered when determining the pre-qualified vendor base.
An Award Recommendation has been made to Brogan and Partners in the amount of $3,000,000.00. Brogan and Partners, although not the best priced in total vendor spend, offers an estimated value-added savings of $216,000.00 in additional cost-free ad placements. This value add of $216,000.00 far exceeds the total 2 year annual spend to vendor savings of $16,910.00, calculated by multiplying the quoted hourly rate by the
Version 2024-2 Page 9 of 9 estimated total number of hours to be billed during the contract period. This added value will help expand MVAA’s overall reach and effectiveness for our target audiences without increasing the overall cost to taxpayers.
