About this file
This document is a detailed draft specification for the U.S. Coast Guard's Main Diesel Engine (MDE) Renewal project for 270' Medium Endurance Cutters. The specification outlines comprehensive requirements for replacing the existing Fairbanks Morse, 18 Cylinder ALCO 251 Main Diesel Engines, including removal, installation, technical support, and operational testing. The project involves critical tasks such as engine removal and installation, alignment procedures, system connections, fluid management, electrical work, and comprehensive testing, with specific emphasis on using an Original Equipment Manufacturer (OEM) technical representative throughout the process.
Key technical requirements include providing an authorized OEM technical representative to oversee the entire engine replacement process, performing precise alignment measurements, installing new sensors and equipment, flushing and testing piping systems, and conducting operational tests. The specification mandates specific fluid requirements, including 320 gallons of lubricating oil, 20 gallons of Nalco 2000, and 430 gallons of distilled water per engine. The work will be performed in the engine room with careful attention to protective measures, interference management, and compliance with multiple Coast Guard technical publications and drawings. The project is being managed by the U.S. Coast Guard Surface Force Logistics Center (SFLC) to maintain fleet readiness and support global mission capabilities.

Only transducers and gauges already slated for removal will be disturbed for calibration. Non-disturbed monitoring equipment shall be calibrated in place. After completion of work, the Contractor shall witness an operational test (by Coast Guard personnel) of all mechanical and electrical items or shipboard devices that have been disturbed, used, repaired, altered, or installed to prove that they are in satisfactory operational condition prior to Dock Trial. Submit CFR.
3.8 Equipment/component disposal. The Contractor must dispose of all removed equipment and components not designated for mandatory turn-in or reinstallation in accordance with all Federal, State, and Local requirements. Do not dispose of items designated to be re-installed in Coast Guard Drawing 905-WMEC-505-012 and 905-WMEC-252-016.
3.9 Labeling. All hoses, electrical cables, controllers, and other equipment must be properly labeled by the Contractor IAW approved references.
3.10 MDE fluids. Contractor will provide all OEM approved fluids. Technical representative will direct cleanliness inspection and filling of all MDE fluids IAW SHIPBOARD OEM REQUIREMENTS for FM/ALCO 251F 18 cylinder engines.
· 320 gallons Lubricating Oil, Engine, P/N: MIL-PRF-9000, CAGE: 81349, NIIN: 001818232
· 20 gallons per engine Nalco 2000
· 430 gallons per engine distilled water
3.11 Alignment requirements. The Contractor must review initial alignment information, associated documents including Coast Guard Drawing 905-WMEC-866-001 with technical representative to verify initial and final alignment criteria. The Contractor must also remain aware that IAW Coast Guard Drawing 905-WMEC-243-009 the stub shaft lengths are not standardized. It is imperative this is taken into consideration when setting the MDEs axial position.
3.11.1 Prerequisites. The Contractor must ensure the following prerequisites are completed a minimum of 24 hours before MDE final alignment is begun. Shafting install and waterborne alignment shall precede MDE alignments by at least 24 hours. The vessel must be waterborne and 80% liquid load achieved throughout the vessel for a minimum of 24 hours.
3.11.2 Final alignment adjustments. The Contractor must complete the final MDE alignment to the reduction gear after the prerequisites in 3.8.1 are complete and after the MDE jacket water heaters are energized for a minimum of 24 hours.
3.11.2.1 The Contractor must manufacture new foundation hardware. The Contractor must ream, and fit all foundation hardware. Use Coast Guard Drawing 905-WMEC-233-001 and 905-WMEC-182-001 as guidance.
3.11.2.2 The Contractor must renew Chockfast bed IAW manufacturer guidelines.
3.11.2.3 After Chockfast is cured according to manufacturer’s temperature and thickness chart the Contractor must torque foundation hardware.
3.11.2.4 Upon final torqueing of MDEs the Contractor must, in the presence of USCG inspector and technical representative, conduct final angular, parallel and axial position (thrust) measurements as well as conduct web deflection measurements. Use Coast Guard Drawing 905-WMEC-835-066 as guidance. Submit CFR.
3.12 Pre-Operational checklist. The Contractor must complete the joint Pre-Op checklist found in SHIPBOARD OEM REQUIREMENTS
3.13 Operational test. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition. Submit a CFR.
