About this file

This Statement of Work (SOW) details an auto repair service requirement for the Veterans Health Administration's (VHA) Emergency Pharmacy Service (EPS). The SOW seeks a certified Ford repair center to repair a 2008 Ford F-350 truck with a non-functioning air conditioning unit, with repairs to be completed within 7 days of contract signing. The vendor must meet specific criteria including: being a certified Ford repair center, registered with local county and state offices, possessing ASE vehicle diagnostics certification, and maintaining an active SAM.gov profile in good standing for government contracts.

The repair will be performed at the vendor's business location within 30 miles of the EPS worksite in Hines, IL, and will include all parts, labor, and standard fees. Reporting requirements mandate that the vendor submit all service documentation to the Contracting Officer's Representative (COR), communicate via vhapbmepsteam@va.gov, and promptly notify the COR upon service completion. The SOW specifies that the Federal Government is tax exempt and that any additional costs or services require Contracting Officer consent. The document also lists federal holidays when facilities will be unavailable for drop-off or pick-up.

Statement of Work Emergency Pharmacy Service

Auto Repair Date: 11/6/2025

Background:

This Veterans Health Administration (VHA) directive outlines the policy for national and local emergency pharmacy caches that contain life-saving pharmaceuticals and medical supplies for use during catastrophic public health emergencies. These caches are referred to as Department of Veterans Affairs (VA) All-Hazards Emergency Caches (AHEC). Supplies utilized for emergency operations related to manmade or natural disasters (e.g., floods, hurricanes, earthquakes) by Veterans Integrated Service Network (VISN) or VA medical facilities are encompassed under this directive.

The Emergency Pharmacy Service (EPS) maintains and stores mobile pharmacy units and trucks to support pharmacy operations should local facilities be incapacitated. Ensuring these mobile units are mission-ready at all times is critical.

The Federal Government is a tax exempt entity.
