About this file
This is a Build America, Buy America Act (BABAA) Self-Certification Form for the Harris County Flood Control District's Meyergrove Stormwater Detention Basin - Phase 2 construction project in Texas, which is federally funded through FEMA. The form serves as a contractual certification document that contractors and subcontractors must complete and sign to demonstrate compliance with BABAA requirements under Public Law No. 117-58, Section 70914. The certification applies to all iron, steel, manufactured products, and construction materials utilized in the infrastructure project.
The form requires the undersigned contractor or subcontractor to certify three compliance standards: (1) all iron and steel must be produced in the United States through all manufacturing processes from initial melting through coating application; (2) all manufactured products must be produced in the United States with domestic component costs exceeding 55 percent of total component costs unless another standard applies under applicable law; and (3) all construction materials must be manufactured in the United States. The signatory acknowledges that false certification is subject to penalties under 31 U.S.C. Chapter 38, Administrative Remedies for False Claims and Statements. The form requires signature, printed name and title, and date from an authorized official of the contractor or subcontractor prior to project execution.

The Build America, Buy America Act (BABAA) requires that no federal financial assistance for

The undersigned certifies that for the _______________________________ (Project Name and Location)
______________________ the iron, steel, manufactured products, and construction materials used in this contract are in full compliance with the BABAA requirements including:

3. All construction materials are manufactured in the United States. This means that all manufacturing processes for the construction material occurred in the United States
