This Invitation for Bid (IFB) 27-14 from the Columbia Association solicits bids for the supply of towels to three sport and fitness facilities located in Columbia, Maryland. The Columbia Association seeks vendors to provide wash cloths, towels, and alternate towel options in specified sizes and weights, with approximate annual quantities totaling 5,000 dozen units across all bid items. Bid Item #1 consists of 1,000 dozen white 12x12 16 oz. wash cloths; Bid Item #2 comprises 2,000 dozen white 16x27 3 lb. towels; Bid Item #3 includes 2,000 dozen white 24x50 10 lb. towels; and Bid Item #4 offers an alternate white 24x50 10.5 lb. towel option in the same quantity as Item #3, with the Association purchasing either Item #3 or Item #4 but not both. Vendors must submit bids through the PlanetBids e-procurement portal by October 12, 2026, at or before 2:00 P.M. EST. The successful bidder shall provide inside delivery to three specified facilities with orders shipped within 3-5 business days of placement. The initial contract term runs from November 1, 2026, through October 31, 2027, with four optional one-year renewal periods available upon mutual agreement.
All pricing shall be quoted FOB Destination, inclusive of all applicable shipping and handling charges, with freight incorporated into the unit price rather than listed separately. Pricing must remain firm for the first 180 days of the contract; thereafter, price adjustments may be considered only for manufacturer-announced increases or decreases, subject to Columbia Association written approval and supported by manufacturer documentation. The Association will award the contract to the lowest responsive and responsible bidder unless the bid amount is deemed unreasonable or contrary to the Association's best interests. Bidders must provide manufacturer product specification sheets for each bid item, information regarding ordering policies and procedures, return policies, and three references demonstrating similar towel supply experience with fitness centers, health clubs, hotels, colleges, universities, or commercial laundry operations. The Columbia Association prioritizes minority, women-owned, and disabled-owned business enterprises and will seek to procure 23 percent of eligible procurement dollars from certified MBEs, WBEs, and DBEs. Payment will be made within thirty days of receipt and acceptance of properly prepared invoices, and rejected products shall be replaced by the contractor at no additional cost to the Association.
