About this file

This is a Notice of Intent to Award issued by the Greater Orlando Aviation Authority for a single source procurement of Vehicle Movement Area Transmitters (VMATs). The procurement encompasses the acquisition of FAA-qualified uAvionix VTU-20 ADS-B Vehicle Movement Area Transmitters to provide real-time vehicle position data to air traffic controllers, aircraft, and equipped vehicles at Orlando International Airport (MCO) and Orlando Executive Airport (ORL). The scope includes hardware procurement, installation services, and ongoing operations and support services. The Notice was posted on September 16, 2026, with responses due by 5:00 pm on October 7, 2026. The contract term is 60 months (5 years), and the procurement is directed to PASSUR Aerospace, Inc. as a single source award based on standardization and specialized capabilities.

The estimated procurement value is $994,500.00. The single source justification is based on PASSUR Aerospace's unique qualification as one of only two active providers offering an FAA-qualified VMAT solution for new installations and its partnership with uAvionix. The Authority determined that PASSUR's specialized experience, technical expertise, FAA compliance capabilities, and established support infrastructure make it the most responsive and responsible source for this safety-critical requirement. The procurement aligns with Federal Aviation Administration guidance under the Airport Improvement Program for accelerated nationwide deployment of ADS-B vehicle tracking technology. The determination to proceed as a single source procurement rather than pursue competitive bidding is within the discretion of the Chief Executive Officer for purchases under $250,000.00 and the Aviation Authority Board for purchases exceeding that threshold.

27-112-SGS / SG-00295 - Notice of Intent to Award for Vehicle Movement Area Transmitters (VMAT)

1. Single Source Justification

1.1. Summary

Brief Description:

Procurement of FAA-qualified uAvionix VTU-20 ADS-B Vehicle Movement Area

Transmitters (VMATs) to furnish real-time, accurate vehicle position data to air traffic controllers, proximate aircraft, and other similarly equipped vehicles, thereby supporting enhanced situational awareness and operational safety for vehicle movements at Orlando International Airport (MCO) and Orlando Executive Airport

(ORL). The scope of this procurement includes the acquisition of hardware, installation services, and ongoing Operations and Support (O&S) services.

Estimated Value:

$994,500.00

Term (Years):

60 months (5 years)

Vendor:

PASSUR Aerospace, Inc.

Justification:

The requested goods and services are for the implementation of Vehicle Movement Area

Transmitters (VMATs) to enhance surface safety and situational awareness for vehicle operations at Orlando International Airport (MCO) and Orlando Executive Airport (ORL).

In alignment with the Federal Aviation Administration’s (FAA) accelerated nationwide deployment of ADS-B vehicle tracking technology and guidance under the Airport

Improvement Program (AIP), the VMAT solution will provide real-time, accurate vehicle position data to air traffic controllers, nearby aircraft, and other equipped vehicles, thereby strengthening operational safety and coordination on the airfield.

PASSUR Aerospace is uniquely qualified to provide a complete VMAT solution, including procurement, installation, and FAA-compliant operations and support in accordance with FAA Advisory Circular 150/5220-26. PASSUR, in partnership with uAvionix, is currently one of only two active providers offering an FAA-qualified VMAT solution for new installations.

These capabilities are necessary to ensure the Authority receives a fully compliant and

FAA-qualified VMAT solution that can be successfully implemented, maintained, and supported throughout its lifecycle. PASSUR’s specialized experience, technical expertise, and established support infrastructure make it a reliable source for this safety-critical requirement.

Procuring a solution from a supplier without equivalent FAA qualifications or compatible capabilities could result in implementation delays, reduced system effectiveness, increased operational risk, and diminished safety benefits. For these reasons, PASSUR

Aerospace represents the most responsive and responsible source for meeting the

Authority’s VMAT requirements.
