About this file
This is a Questions and Answers document for Request for Proposal 27-010 issued by the Douglas County School District in Georgia for HVAC modifications and reroof work at Turner Middle School. The project involves clarification of scope elements including roof replacement versus patching of the existing SBS modified bitumen roofing system, HVAC modifications, and carpet tile removal with LVT replacement as an alternate. The proposal closing date is Monday, November 9, 2026, at 2:00 p.m. EST, with sealed proposals to be submitted to Becky Eigel, Assistant Director of Business Services at Douglas County School District, 11490 Veterans Memorial Hwy, Douglasville, GA 30134. Key clarifications addressed through Addendum #1 include specifications regarding roof insulation R-values (R-20 versus R-25 minimum), membrane specifications (115-mil fleece-back), roofing material types (TPO versus PVC ribs), and the extent of roof replacement versus repair work, which the Q&A confirms should be repairs and patching only rather than complete replacement of modified bitumen areas. The document also identifies that asbestos-containing materials were identified at soffits and that a hazmat/ACM report should be obtained from the owner.
The Q&A document addresses multiple technical and contractual ambiguities including missing drawing details, unit pricing clarifications for nailers, warranty requirements, construction windows and work hour restrictions to be coordinated with the owner, alternate bid items for standing seam metal roofing at the gymnasium, and carpet replacement locations designated as R8.1 and D8.1. Additional clarifications concern whether Duro-Last PVC is acceptable (response: no), specific wind speed requirements for manufacturer warranties, and the applicability of certain specifications listed in the Project Manual Table of Contents (such as duct cleaning and grounding/bonding for communications systems, with duct cleaning addressed in Addendum #1 and grounding/bonding noted as not required). The document also identifies discrepancies in the bid form, including references to incorrect school names, inconsistent bid hold periods (30 days versus 60 days), and warranty form references to incorrect jurisdictions that required correction.

QUESTIONS & ANSWERS
SUBMITTED 10.15.26:
The A107 notes say "complete replacement," but the roof tags say "patch work only." Which governs?
Provide roof SF by area, and confirm whether the 15,000 SF allowance is the only full-replacement quantity.
[Ref: A107, A108; 01 21 00] ADDRESSED IN ADD #1
1.
Insulation is R-20 (07 52 16) vs R-25 minimum (A107). Which governs? Is a 20-year manufacturer warranty expected on areas that only get patch work? [Ref: 07 52 16; A107] ADDRESSED IN ADD #1
2. Confirm that "115 mils over fleece" means a 115-mil fleece-back membrane. The 1" insulation conflicts with the R-25 keynote. 3.5.G says "PVC ribs" vs TPO ribs in 2.2. Please clarify each. [Ref: 07 54 25]
ADDRESSED IN ADD #1
Details 2-5/A104 and A105 and "X/AXXX" are referenced but missing. Please issue them, and specify walkway pads for the TPO area. [Ref: A107, A108; 07 52 16] ADDRESSED IN ADD #1
3.
A107 says nailers are covered by unit prices, but there's no nailer unit price. Add one or clarify. [Ref: A107;
01 22 00; bid form] ADDRESSED IN ADD #1
4.
5. Will Duro-Last PVC be considered for the gym retrofit or replacement areas? If yes, a formal request will follow under 01 25 00. [Ref: 01 25 00; 07 54 25] NO
6. Provide the hazmat/ACM report. 1.6.C conflicts with 1.6.D. Identify any asbestos-containing roofing materials. [Ref: 02 41 19] OBTAIN REPORT FROM OWNER ASBESTOS IDENTIFIED AT
SOFFITS
Is a specific wind speed required for the TPO and mod-bit manufacturer warranties? [Ref: 07 52 16; 07 54
25] ADDRESSED IN ADD #1
7. In an occupied building, are there limits on hot-mopped asphalt near air intakes? Is a cold-applied or self-adhered SBS from the listed manufacturers acceptable? [Ref: 07 52 16; 01 10 00]
8. What are the construction window, liquidated damages, and allowable work hours? Is roofing during the school year or in summer? [Ref: 00 30 00; 01 10 00] COORDINATE WITH OWNER
Document corrections: the bid form says "Dorsett Shoals Elementary"; the 07 54 25 warranty form names Rome City Schools / Rome HS; 01 21 00 says "SMS"; and the bid hold is 30 days (bid form) vs 60 days (RFP). [Ref: 00 30 00; 07 54 25; 01 21 00; RFP] ADDRESSED IN ADD #

Standing Seam Metal Roof – Gymnasium: Drawing A100 indicates a standing seam metal roof at the gymnasium as an alternate. However, we could not locate this alternate on the Bid Form or within the Alternates section of the specifications. Please clarify whether this scope is intended to be part of the Base Bid or an Alternate Bid item. ADDRESSED IN ADD #1
9. Alternate No. 1 – Carpet Tile Removal and LVT Replacement: Alternate No. 1 states to remove existing carpet tile and replace it with LVT flooring. However, the drawings do not clearly identify the locations of existing carpet tile. Please confirm whether all areas labeled D8.0 and R8.0 are included in Alternate No.1 or provide the specific locations intended for this alternate. ALL CARPET
REPLACEMENT IS IN ALTERNATE
R8.1, and D8.1 References: On plans A106, A103, A101, designation R8.1, and D8.1 are shown on multiple areas; however, no corresponding finish footnotes appear to explain these references. Please clarify the meaning of these designations. Should these areas be interpreted as references to footnotes R8.0 and D8.0, or is additional information available? ADDRESSED IN ADD #1
10. Roof Replacement Scope Clarification: Drawing A107, Roof Renovation General Notes state: "FOR
THE FULL SCOPE OF WORK, PLEASE REFER TO THE ROOF PLAN, ROOF DETAILS, AND THE
ADDITIONAL NOTES PROVIDED. THE SCOPE INCLUDES THE COMPLETE REPLACEMENT OF
THE EXISTING ROOFING SYSTEM AND ALL ASSOCIATED COMPONENTS, SUCH AS ROOFING
MATERIAL, ACCESSORIES, AND SPECIALTIES (COPING, FLASHING, DRAINAGE SYSTEMS,
AND REGLETS). THE PROJECT ALSO COVERS ALL ROOF PENETRATIONS AND ROOFTOP
EQUIPMENT." However, the roof plans appear to indicate that the majority of the existing SBS modified bitumen roofing system is to receive patching/repair work only, rather than complete replacement. CORRECT
Please clarify the intended scope of work:
• Is the Contractor to provide a complete roof replacement of all existing SBS modified bitumen roof areas? NO
• Or is the Contractor to provide only the roof repairs/patching shown on the drawings?
CORRECT
Duct Cleaning: 23 01 30 HVAC Air Distribution Cleaning is listed in the Project Manual Table of Contents but is not provided. Is duct cleaning part of the project? If so, please provide the specification listed in the Table of Contents. ADDRESSED IN ADD #1
11. Grounding and Bonding for Communications Systems: 27 05 26 Grounding and Bonding for
Communications Systems is listed in the Project Manual Table of Contents but is not provided. Is this part of the project? If so, please provide the specification listed in the Table of Contents. NOT
REQUIRED
12. Plan A107 has a detail stating, "SBS MODIFIED BITUMEN ROOF SYSTEM TO RECEIVE PATCH
WORK ONLY." Is this patchwork at HVAC Roof Units ONLY? Please verify. NO
