About this file

This is a Questions and Answers document issued by the Douglas County School District in Georgia for Request for Proposal 27-009, concerning HVAC modifications and reroofing at Dorsett Shoals Elementary School. The project encompasses HVAC system modifications and roof replacement/retrofit work, including TPO (thermoplastic polyolefin) retrofitting in specified areas and shingle roof tear-off with new assembly installation. Sealed proposals must be submitted to Douglas County School District's Business Services office at 11490 Veterans Memorial Highway, Douglasville, Georgia 30134, with a closing date of Monday, November 9, 2026, at 2:00 p.m. EST. Prospective bidders should direct inquiries to Becky Eigel, Assistant Director of Business Services, at Becky.Eigel@dcssga.org or by phone at 770-651-2376. The document consolidates thirteen substantive questions submitted by bidders regarding project scope clarifications, including questions about base bid versus alternate work items, specification section completeness, roof assembly details, warranty requirements, trade responsibilities, construction scheduling, and missing specification sections.

The Q&A responses indicate that multiple addendums have been or will be issued to address bidder inquiries, with Addendum #1 addressing the majority of technical clarifications regarding roof specifications, design pressures, warranty requirements, and bid hold periods, while Addendum #2 will address communications system grounding and bonding requirements. Several responses defer resolution to the project drawings or direct coordination with the owner regarding construction windows, liquidated damages, and work hour restrictions. The district has clarified that Duro-Last PVC roofing will not be considered as an alternative material, that duct cleaning specifications will be provided in Addendum #1, and that asbestos abatement is the responsibility of a separate contractor rather than the roofing contractor. The document reflects ongoing coordination between the district and bidders to establish clear project scope and specifications prior to proposal submission.

REQUEST FOR PROPOSAL

27-009 DORSETT SHOALS ELEMENTARY SCHOOL – HVAC MODIFICATIONS AND REROOF

QUESTIONS & ANSWERS

SUBMITTED 10.15.26:

1. Is the gym TPO retrofit base bid or an alternate? 01 10 00 includes it in the work, A100/A105 call it an alternate, and the bid form has no roofing alternate. [Ref: A100, A105, 01 10 00 1.2, 07 54 25]

BASE DID FOR DORSETT SHOALS

2. Section 07 41 13 (standing-seam metal roof) is referenced but missing from the manual. Issue it, or define the base-bid "new hardware and flashing" scope. [Ref: A100, A105, A500]

ADDRESSED IN ADD #1

3. Confirm the shingle tear-off depth (are the existing insulation and plywood removed?) and the intended new assembly. Shingles need a nailable deck, but A105 details show 1" insulation and 1/2" cover board. [Ref:

A500; A105 det. 9-12; 07 31 13]

4. Provide roof SF by area, the limits of the TPO "patch work only" area, and the scupper locations. [Ref:

A105]

SAE DOES NOT ESTABLISH SQUARE FOOT AREAS

5. Resolve the placeholder references ("X/AXXX", "[DETAIL NUMBER]"). Provide the gutter, scupper and curb details. [Ref: A105]

6. Correct 07 54 25: the warranty form names Rome City Schools / Rome HS, it says "PVC ribs," and it has an Energy Star steep-slope note. Also, the uplift pressures in 07 54 23 2.2.C are blank. Confirm the design pressures. [Ref: 07 54 25; 07 54 23]

7. Is the 100 mph wind warranty also required for the TPO retrofit and the shingles? [Ref: 07 54 23 / 07 54 25 / 07 31 13]

8. Will Duro-Last PVC be considered for the low-slope and retrofit areas? If yes, a formal request will follow under 01 25 00. [Ref: 01 25 00; 07 54 23/25] NO

9. Which trade removes and reinstalls the kitchen hood roof package and the existing equipment curbs? [Ref:

M101/M104 keynote D10] MEANS AND METHODS FOR GENERAL CONTRACTOR

10. Confirm the abatement contractor (not the roofer) removes the asbestos soffit board, and release the hazmat report to bidders. [Ref: A100 D-6.1; A105 det. 12; 02 41 19] ADDRESSED ON DRAWINGS

11. Where does metal deck exist under the reroof areas? This applies to the 300 SF metal deck allowance.

[Ref: 01 21 00; S001] REFERENCE DRAWINGS

12. What are the construction window, liquidated damages, and allowable work hours? Is roofing during the school year or in summer? [Ref: 00 30 00; 01 10 00] COORDINATE WITH THE OWNER

The bid hold period is 30 days on the bid form and 60 days in the RFP. Which governs? [Ref: 00 30 00;

RFP] ADDRESSED IN ADD #1

Duct Cleaning: 23 01 30 HVAC Air Distribution Cleaning is listed in the Project Manual Table of Contents but is not provided. Is duct cleaning part of the project? If so, please provide the specification listed in the Table of Contents. ADDRESSED IN ADD #1
