INVITATION TO BID

Executed in strict compliance with Aquatic Resource Alteration Permit (ARAP) guidelines to safeguard water quality, the project integrates bioengineered native plantings to secure the upper slopes. Work concludes with full site restoration and erosion control to return the riparian corridor and adjacent recreational paths to safe, stable conditions.

Specifications may be obtained by email request to Todd Baun with the Public Works Department at tbaun@hvilletn.org or by paper copy from the Public Works Department, Hendersonville City Hall, 101 Maple Drive North, Hendersonville, TN 37075.

SUBMITTALS:

The contractor shall submit cut sheets as necessary to adequately describe any part of the material that may detail beyond the plans and specifications provided.

The contractor shall strictly adhere to the technical directives, constraints, and environmental performance standards detailed across the Drakes Creek Greenway Streambank Stabilization ARAP Plan package. Critical operational parameters are summarized below:

SPECIAL PROJECT CONDITIONS:

Critical Environmental Construction Windows:

Unabated Full-Scale Construction Window: Allowed only from 15 June through 1 August AND 1-15 December.

Absolute In-Stream Work Ban: No in-stream construction or machinery operation may occur between 15 December and 1 June due to the critical presence of environmentally sensitive aquatic wildlife and regulatory protections.

Weekday-Only Constrained Window: Work occurring from 1-15 June and 2 August through 15 November must occur strictly Monday through Friday between 08:30 AM and 04:00 PM. Heavy machinery must be physically fenced, locked, and fully secured or entirely removed from the park site no later than 04:30 PM daily.

Greenway and Structural Safety Constraints:

Pedestrian Safety Controls: Portions of the Drakes Creek Greenway extending between the main pedestrian bridge and the northern fence break of the soccer field parking lot must be fully closed to the public during active construction. The contractor shall supply all necessary barrier fencing, heavy signage, and traffic control personnel.

Pedestrian Bridge Structure Protection: The bridge must remain completely undisturbed.

Full closure of the pedestrian bridge is authorized only when active rock placement or heavy machinery operations occur within ten (10) feet or less of either side of the structural abutments. This high-risk structural bridge closure is strictly limited to a maximum cumulative duration of five (5) calendar days.

Overhead Clearance Limit: The low chord height of the pedestrian bridge structure sits at approximately seven (7) feet above the designated rock placement zone. The contractor is required to verify all vertical tolerances and utilize specialized low-profile equipment or hand tools under the structure.

Site Access, Laydown, and Environmental Protection:

Heavy Access Route: Equipment must enter the site via the existing paved greenway path, transitioning through the gate opening located at the north end of the soccer field parking lot. Operations near the eroded bank shear face are conducted entirely at the contractor's risk; the contractor must verify bank slope stability and prevent equipment roll-over or structural bank failures.

Pavement Remediation Option: Any damage caused to the asphalt pavement by heavy equipment must be repaired at the contractor's expense. The City retains an explicit contract option to require full-width milling and resurfacing of the paved path upon project completion, which will be evaluated based on mechanical surface damage and local recreational sports schedules.

Tree Protection: No trees located outside the hatched construction zones may be disturbed or pruned without written authorization. In authorized access zones, the contractor must route equipment to actively minimize clearing, prioritizing the removal of non-native species and small trees under 3 inches in diameter. Access routes must be physically adjusted to completely bypass trees 8 inches or larger in diameter.

Laydown Area Ground Protection: Heavy equipment or rock stockpiles placed within the park laydown fields must be supported by a protective layer consisting of high-strength non-woven filter fabric topped with a minimum of 4 inches of clean crushed stone. Stockpiles are restricted to a maximum height of 5 feet above existing grade. Upon completion, all protection layers must be removed and the grass restored to pristine original conditions via dressing, seeding, and straw stabilization.
