STATEMENT OF WORK

Replace Hot Water Pumps FCC Yazoo City, Mississippi
05-06-2026
A. SUMMARY OF WORK & PLACE OF PERFORMANCE:
The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Yazoo City is located at 2225 Haley Barbour Parkway, Yazoo City, MS. FCC YAZ (Low I Powerhouse) is soliciting a contract for the labor, materials, and equipment necessary to replace the two (2) hot water pumps for the Low I Powerhouse.
B. SCHEDULE:
The working hours for these services will be regularly scheduled for five (5) days a week, Monday through Friday, except for Federal holidays. This schedule will continue weekly until the installation of the (two) new hot water pumps complete, not to exceed (250) calendar days from issuance of notice to proceed. The project is based on a normal (40) hour work week. The staff hours of operation are 7:30 A.M. to 3:30 P.M. The contractor shall establish a normal work week schedule for the duration of the project. Contractor will be required to provide a written request for extension of hours or change in workdays to the Contracting Officer’s Representative (COR). Work hours and workdays may be altered only with (48) hour advance approval of the COR. The Contractor should be aware and plan for periodic disruptions in the schedule due to security issues at the Institution, weather events, and daily inmate moving though areas that could effect the jobsite.
C. GOVERNMENT (Owner) RESPONSIBILITIES
FCC YAZ (Low I Powerhouse) will make sure the area will be sectioned off and clear of any unnecessary items to make removal and installation as accessible as possible. The Contractor will have full access to the project area for the duration of the project to expedite completion.
D. EQUIPMENT / SUPPLIES:
The contractor shall assess the site conditions and provide all labor, materials, drawings (submittals), services, supervision, tools, apparatus, conveyance, equipment, scaffolding, transportation, and incidental expenses to repair the hot water pumps for the FCC Yazoo City (Low I Powerhouse). The Contractor will be responsible for any materials and /or supplies necessary to provide the completion of the above-mentioned work as well as coordinating with the existing infrastructure. The Contractor will be responsible for delivery of the materials, components and accessories to the site, acceptance of the deliveries and for placing it were directed by the Contracting Officer’s Representative (COR). All equipment to be provided to the COR in submittal format for review and approval prior to purchase, delivery or install.
E. METHOD OF PERFORMANCE:
The installation will be monitored (escorted) by a representative of the Facilities Department as well as the project COR. Related work in this statement of work includes, but is not limited to, project data submission and testing necessary to ensure compliance with all applicable local, state and national codes and laws. The contractor will observe all safety regulations (i.e. OSHA) and Government security regulations. Minor material and work not specified or shown, but necessary for the completion of this project, shall be provided, without additional compensation from the Government. The performance of these services will also be verified by the COR for this project. The Bureau of Prisons reserves the right to suspend, limit or revoke the Contractor’s privileges at the Bureau of Prison facility due to violations of FBOP security procedures.
F. DESCRIPTION OF DUTIES:
The Contractor shall provide all labor, materials, rigging, and specialized equipment required to remove existing hydronic pumps and install new base-mounted, double-suction split case centrifugal pumps, specifically the Bell & Gossett e-HSC Model 4x6x12 or approved equals.
This work includes a comprehensive pre-installation phase where the Contractor must field-verify all existing conditions—including pipe sizes, elevations, and equipment clearances— and report any discrepancies prior to procurement. All work must be coordinated with the COR to ensure system shutdowns are scheduled with at least 48 hours' notice and that downtime is strictly limited to approved durations. Throughout the project, the Contractor is responsible for protecting existing equipment, piping, and building finishes, as well as handling and storing all new equipment in accordance with manufacturer requirements.
The Contractor’s installation duties involve the precise removal and disposal of existing pumps, isolation valves, and expansion joints, followed by the legal disposal using all applicable environmental regulations and best practices for all removed materials and equipment. The Contractor shall install new 50 HP motor within NEMA premium efficiency motor standards. The pumps shall be capable of delivering a design flow of 700 GPM at 152 ft of total dynamic head, operating at a speed of 1780 RPM. It must achieve a minimum hydraulic efficiency of 82%, resulting in a design BHP of 33, and be driven by a 50 HP motor. Additionally, the unit must provide a minimum shutoff head of 170 ft and require no more than 11.1 ft of NPSHr at the design point. While ensuring all connections to existing infrastructure piping, controls, and electrical systems are properly restored. As part of the assembly, the Contractor must provide and install the following including but not limited to new full-port isolation valves, expansion joints with control rods, and necessary accessories such as suction diffusers, check valves, and pressure gauges. To ensure long-term reliability, the Contractor is tasked with performing final laser alignment and lubrication after grouting, ensuring that piping modifications are handled in a manner that prevents any mechanical strain on the pump nozzles.
Following installation, the Contractor shall manage the startup and commissioning process via a factory-authorized representative to verify rotation, flow, head, and amperage performance. Coordinate all activities with the COR at least 48 hours in advance. Duties also include system balancing, cleaning, and vibration testing to ensure the system meets specified efficiency and shutoff head requirements. Final project completion requires the Contractor to provide up to the manufacturer’s specified hours of owner training on system operation, as well as the delivery of comprehensive O&M manuals, warrantee information, laser alignment reports, and warranty documentation. The Contractor must demonstrate a minimum of seven years of documented experience with systems of similar complexity to ensure all work meets Hydraulic Institute (HI) and NEMA standards.
G. INMATE MANAGEMENT:
The Contractor shall be constantly aware of security and always maintain a professional relationship with the inmates if they come in contact with the inmate population. Any violations of the institution rules and regulations are to be brought immediately to the attention of an appointed Government employee for prompt and proper action.
Contractors will not have unsupervised contact with inmates. Contractors will not supervise inmates and will not be responsible for the administrative management of inmates.
Contractors will be escorted by FBOP staff members, always, when entering the institution.
H. INSTITUTION:
The contractor agrees to adhere to all regulations and guidelines prescribed by the Federal Bureau of Prisons, to include the FCC Yazoo City (Low I Powerhouse) local guidelines relating to safety, custody and conduct of inmates, and the safety of the local population.
The contractor will be given an orientation class, by a member of the FBOP staff, of the policies and procedures of the Bureau of Prisons and FCC Yazoo City (Low I Powerhouse).
Contractors may not move unescorted to their job site and may not move to other parts of the institution without an escort.
