Market research conducted from March 3 to April 17, 2026, including an RFI that received 52 responses, determined that while other vendors could provide some services, none could satisfy all requirements due to SASS's unique customization. Several vendors offered only cloud hosting without development capabilities, and others proposed building new systems from scratch, which FLETC rejected. The Buy American Statute exception RFO 25.103(b)(2) (Nonavailability) applies. The contracting officer determined the anticipated cost will be fair and reasonable based on review of prior performance and standard labor rates.

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN
COMPETITION
(Cite authority, e.g., 10 U.S.C. 3204(a)(7) or 41 U.S.C. 3304(a)(7))
Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) 6.103 (FAR Class Deviation 25-111), and in accordance with the requirements of RFO 6.104, the justification for the use of the statutory authority under RFO 6.103 is justified by the following facts and rationale required under RFO
6.104-1 as follows:
1. Agency and Contracting Activity. The Department of Homeland Security, Office of
Procurement Operations, proposes to enter into a contract on a basis other than full and open competition.
2. Nature and/or Description of the Action being Approved.
(a) The purpose of this procurement is to procure contractor support to ensure the FLETC enterprise Student Administration and Scheduling System (SASS) continues to satisfy centralized training needs.

3. Description of Supplies/Services. Student Administration Scheduling System (SASS) services support.
SASS is a cutting-edge enterprise IT system that revolutionizes mission-critical operations at the
Federal Law Enforcement Training Centers (FLETC). By seamlessly integrating Commercial-
Off-The-Shelf (COTS) software with a government-owned interface, SASS connects 28 functional areas, empowering FLETC to align training needs with available resources and optimize class sequencing through strategic business rules. Its robust automation capabilities streamline essential processes, including scheduling, student registration, curriculum management, instructor assignments, evaluations, health and fitness records, and financial management ensuring FLETC delivers world-class training efficiently and effectively.
This procurement is vital to sustaining and advancing FLETC’s centralized training mission.
SASS’s powerful scheduling, student management, and evaluation functions are the backbone of
FLETC’s operations, supporting four training delivery points and over 131 Participating
Organizations that rely on FLETC for consolidated law enforcement training. With three operating instances—Production (Glynco, GA), Disaster Recovery/Continuity of Operations
(DR/COOP), and User Acceptance Testing (UAT) (Artesia, NM)—SASS requires ongoing, expert support to maintain its reliability and performance.
SASS is fully compliant with DHS security requirements as a CFO Designated Financial System and has achieved Authority to Operate (ATO), ensuring the highest standards of data protection.
The secure SASS Portal provides real-time access to critical data, applications, and processes, fostering seamless communication and collaboration across FLETC, its directorates, and partner organizations.
A key evolution in this procurement is the shift from operations and maintenance to new feature development, guaranteeing SASS continues to grow and adapt to the unique and technical needs of FLETC. Investing in SASS is not just a commitment to operational excellence, it is an investment in the future of federal law enforcement training. The estimated value of this procurement is approximately over 5 years, reflecting its essential role in supporting FLETC’s mission and the broader law enforcement community.
4. Identification of Statutory Authority Permitting Other Than Full and Open
Competition. The statutory authority permitting other than full and open competition is
41 U.S.C. 3304 implemented by FAR Subpart 6.302-1 entitled “Only One Responsible
Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

5. Identification of Exception to the Buy American Statute: The exception to the Buy
American statute permitting the purchase of articles that are not domestic end products is RFO
25.103(b)(2) Nonavailability.
6. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited. FLETC’s Student Administration Scheduling
System (SASS) is the backbone of its mission-critical training operations, representing a 25-year investment of over in government-owned infrastructure.
The incumbent contractor, Leidos, Inc., has been the architect and steward of SASS since its inception in 2006.
Over two decades, Leidos has cultivated unparalleled subject matter expertise, technical proficiency, and deep institutional knowledge, making them uniquely qualified to support and advance SASS.
Market research has definitively shown that only Leidos can meet FLETC’s requirements without jeopardizing the continuity and quality of service for more than across four training delivery sites. Any attempt to transition to another vendor would not only disrupt critical operations but would also impose a significant learning curve and operational risk on FLETC staff, threatening the delivery of high-quality law enforcement training and undermining decades of progress.
Leidos stands alone in its ability to rapidly adapt SASS to FLETC’s evolving needs, provide seamless operational and maintenance support, implement essential updates, and resolve backlog issues. Recent global events have further increased the workload, requiring additional contract personnel, including help desk staff and a Learning Coordinator, to ensure uninterrupted support and effective training for FLETC’s expanding user base.
By leveraging Leidos’ proven track record and the robust Training Management System infrastructure FLETC will secure the best value for the government. Awarding this procurement to Leidos is not just a practical decision; it is a strategic imperative. It avoids costly delays, eliminates duplication of effort, and preserves the institutional knowledge and relationships critical to FLETC’s success. Only Leidos can deliver the reliability, expertise, and innovation necessary to keep FLETC at the forefront of federal law enforcement training. FLETC issued an RFI to see if anyone else could pickup the O & M of the SASS system and develop the enhancements. Several vendors responded with the fact that they would be able to host the system in their cloud environment but did not say they could support it. Several Vendors responded that they could develop a scheduling system from scratch, Which FLETC is not looking to recreate what we have already developed over the past 25 years. Only Leidos indicated that they could maintain and update existing program.
7. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential
Sources as is Practicable. FLETC conducted a detailed market research effort to verify the ability of industry to provide the services currently provided with SASS. A FedBizOpps notice was publicized, in which FLETC issued an RFI and received responses from potential vendors (Please see section 9). After a review of the respondents, as a result, the

November 2025 Page 4 incumbent vendor is considered the “Only One Responsible Source and No Other Supplies or
Services Will Satisfy Agency Requirements.”
8. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable. The contracting officer determines that the anticipated price(s) will be fair and reasonable based on review of prices against prior performance and standard labor rates.
9. Description of Market Research. Extensive market research was conducted from March 3, 2026, to April 17, 2026. The market research included a Request for Information (RFI), which received 52 responses. The review determined that while each vendor could fulfill some of the requirements, none could meet all requirements except the incumbent, Leidos, due to the program’s unique customization. Several vendors were just interested in hosting SASS in their cloud but there would be no new development. Additional and extensive research was conducted through internet searches, watching product demonstrations and interviews with other agencies and colleges.
FLETC requirements are so unique none of them met all the needs of our current training management system. Since this requirement is high-vis and crucial to the operations of FLETC, a memorandum was provided to senior management highlighting the potential shortfalls and decreased functionality in the current marketplace. It was determined that FLETC would continue with the government owned system that is currently in place, and would sole source to Leidos Inc.
