About this file

This is a Request for Information (RFI) and market survey from Naval Facilities Engineering System Command (NAVFAC) Mid-Atlantic regarding the potential use of Project Labor Agreements (PLAs) for a federal construction project.

The project is DB P713 A-School Dormitory Replacement at Naval Station Great Lakes, Illinois. The construction will create a multi-story unaccompanied housing facility accommodating 616 E1-E4 students in 308 room modules (2+0 configuration with shared bathrooms). The facility will include concrete frame construction with masonry walls, sloped metal roof, and community service areas such as laundry facilities, lounges, administrative offices, and restrooms. The project delivery method is design-build and will be executed as a two-phase package under a single contract. NAICS Code 236220 applies. The estimated construction magnitude is $100M–$250M with an anticipated performance period of approximately 1,160 calendar days. Executive Order 14063 mandates PLA usage for large-scale federal construction projects (defined as projects with estimated costs at or above $35M) unless exceptions under FAR 22.504(d) apply. Relevant regulatory references include FAR Subpart 22.5 (DEVIATION 2026-O0040), FAR 52.222-33 (DEVIATION 2026-O0038), and FAR 52.222-34 (DEVIATION 2026-O0038).

This RFI is for planning purposes only and does not constitute a solicitation, request for proposal, or obligation on the Government. Responses to the attached seven-question questionnaire must be submitted via email to catharine.a.keeling.civ@us.navy.mil no later than 2:00 P.M. local time on October 1, 2026. The survey seeks input from government entities, unions, contractors (union and non-union), and qualified small businesses on labor availability, contractor interest, specialized construction requirements, wage rate comparisons, prior PLA usage in the region, and potential cost impacts.
