About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document supporting a sole-source purchase order award to Keysight Technologies Inc.
The Space Systems Command (SSC) contracting activity 45 CONS/PKBB seeks to renew warranty coverage for Frequency Control Analysis (FCA) equipment currently owned and operated by the Air Force. The equipment includes multiple high-value analyzers and oscilloscopes manufactured by Keysight, including DSO90254A Infiniium Oscilloscopes, E8257N Generator Sweep units, N9010A/N9010B/N9020A/N9030A/N9030B/N9040B signal analyzers, N9918A and N9952A FieldFox Microwave units, and U1620A Handheld Digital Oscilloscopes, with specific serial numbers listed for each asset. The warranty renewal is structured as a base year plus two option years. The justification establishes that Keysight is the sole manufacturer capable of providing warranty services and possesses proprietary calibration software unavailable through resellers or authorized partners. Individual analyzers range from $200,000 to $600,000 in value, making equipment replacement cost-prohibitive and operationally unviable. The contracting team conducted market research and confirmed with Keysight representatives in writing that no alternative vendors can provide equivalent warranted services. The Contracting Officer is responsible for determining fair and reasonable pricing per RFO Subpart 15.4. The rationale for sole-source authority under RFO 12.201-2 emphasizes that replacement would be time-consuming, expensive, require personnel retraining, and degrade mission readiness for critical launch and payload operations. Ongoing market monitoring will assess potential competitive alternatives during the option years.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: SSC Contracting Activity: 45 CONS/PKBB
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a purchase order on a sole source basis to Keysight Technologies for to renew the warranty for currently owned equipment manufactured by Keysight. The warranty agreement is necessary to keep this equipment functioning properly. This purchase is in support of the Frequency Control Analysis (FCA) vehicles that support critical launch and payload missions. This justification is made on an individual basis.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The equipment installed on the vans is utilized for monitoring the radio frequency environment surrounding the payloads. Due to the high value nature of this equipment, the warranty is necessary for repair purposes in case of mishap, damage and/or malfunctions. The estimated value for this requirement is to include a base plus two

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
RFO 12.201-2, Other procedures, one of the statutory authorities cited in 6.103, as appropriate below
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
Keysight Technologies Inc. is the sole manufacturer of the FCA equipment and their calibration software is proprietary and not available through resellers. Without Keysight's calibration software the parts would not be able to be adjusted to manufacturer standards. The individual price for any specific analyzer ranges from $200 - $600K, as a high valued asset; the

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
The contract team reached out to Keysight Technologies as well as reviewed their website to confirm availability of any authorized partners. However, as previously stated due to the proprietary nature of software used and the extensive work and benefits of the warranty; Keysight maintains this sole responsibility. Additionally, the Keysight representative was able to confirm in writing this the accuracy of this information.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.
VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
None
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
45 CONS in conjunction with the mission partner continues to monitor the market and conducts periodic market research to determine if any other capable vendors can provide the warranted service for Government owned equipment. These efforts are made to assess market changes and any partnerships gained throughout option years.
