About this file
This is a Questions and Answers document for federal solicitation W912NR-26-Q-A009, containing clarifications issued between 30 March 2026 and 2 April 2026 regarding meal delivery services.
Delivery and Service Requirements: Meals must be pre-packaged in clamshell plates for grab-and-go service at locations specified in the needs statement and exhibit 1. Food trucks may be utilized if self-sufficient with their own electricity, water, and garbage disposal, but cannot remain on the installation outside approved delivery windows without explicit Contracting Officer authorization. A table will be provided for meal delivery. No Government-Furnished Property (GFP) will be provided, though meal boxing is authorized on-site and the government unit may store beverages after delivery.
Meal Preparation and Menu Standards: All meals must be fully prepared off-site; the DFAC cannot be used for cooking, reheating, food preparation equipment, sinks, water supply, refrigeration, or dishwashing. However, vendors may transport meals with proper time and temperature control and plate/serve meals on-site only. Menu items may be adjusted with prior notice while maintaining nutritional requirements specified in the needs statement. Vendors may provide one or both styles of eggs and proteins per plate (both preferred for variety), and grits must be fully prepared for 100% of personnel anticipated (PAX), with percentage provisions applying only to dry cereals, granola bars, muffins, snacks, and fruit to minimize waste. Numbers on menus represent projected calories. No large-quantity beverage storage is authorized for vendor use, and an on-site ice machine is available but not for contractor use.
