Summary of Solicitation Evaluation Criteria and Requirements

This document is an evaluation criteria and instructions guide for a federal solicitation using Low Price Technically Acceptable (LPTA) methodology to procure 200 Power Transistors in TO-3 Package with a required delivery schedule of 4 weeks after contract date. The Government will evaluate quotations in three sequential phases: responsiveness, technical acceptance, and pricing. A responsive quote must include all pages of the signed SF 1449 form (pages 1-31) with pricing entered on each Contract Line Item Number (CLIN), a completed Quoter's Proposed Delivery Schedule, product literature or capabilities documentation, a fully completed Compliance Matrix demonstrating conformance to electrical and thermal specifications, and a fully completed Technical Acceptance Evaluation Matrix. Quoters must be 100% small businesses with current, non-excluded SAM.gov accounts.

Technical acceptance is evaluated on three go/no-go factors: Technical Approach (vendor must demonstrate capability to provide the Power Transistor TO-3 Package meeting all specifications); Delivery (vendors meeting the 4-week delivery requirement are technically acceptable); and Past Performance (evaluated using the Supplier Performance Risk System [SPRS], with quoters receiving yellow or red ratings in the Summary Report, Supplier Risk Report, or Item/Price Risk Report deemed unacceptable, while those with no past performance scores evaluated as neutral). The Compliance Matrix requires vendors to certify conformance to 11 electrical characteristics, thermal resistance specifications, and packaging requirements. Only quotes deemed responsive and technically acceptable will have pricing evaluated; award will be made to the lowest priced vendor at aggregate total for all CLINs. This is a firm fixed price contract awarded under Simplified Acquisition Procedures.

THE FOLLOWING BEST VALUE DETERMINATION WILL BE USED TO EVALUATE THE QUOTES

USING LOW PRICE TECHNICALLY ACCEPTABLE EVALUATION CRITERIA:

QUOTERS – PLEASE SEE THE FOLLOWING FOR EVALUATION CRITERIA

The following Best Value Factors listed will be used to evaluate the Quotes using Low Price Technically Acceptable Evaluation Criteria – GO – NO GO Criteria:

• TECHNICAL APPROACH

• DELIVERY

• PAST PERFORMANCE

Technical Acceptance Factor #1: Technical Approach Quoters will need to provide product literature or a capabilities document which outlines how the vendor will provide the Custom Test Cabinet IAW the Specs provided. See below compliance matrix which has a GO/NO GO section that will need filled out as part of technical acceptance. The product literature or capabilities document will be evaluated by the Requiring Technical Authority (RTA) in conjunction with the compliance matrix to ensure technical acceptance.

Technical Acceptance Factor #2: Delivery Quoters will need to fill out the Quoter’s Proposed Delivery Schedule table for evaluation by the Government. All vendors who can meet the Government’s required delivery date will be deemed technically acceptable. The Government will not review individual quotes for delivery only the Quoter’s Proposed Delivery Schedule below.

Technical Acceptance Factor #3: Past Performance Past performance will be evaluated based on the Supplier Performance Risk System (SPRS).

In accordance with (IAW) provision 252.204-7024(e) the Government will review the Quoter’s Summary Report" for Product Service Code (PSC) information. IAW provision 252.204-7024(c)(3), the Government will also utilize the "Suppliers Risk Report" will be utilized to assess the risk of unsuccessful performance and supply chain risk. Below is a snapshot of the supplier color legend listed in the report in each report. In addition, IAW provision 252.204-7024(c)(1) and (2) the Government will review the Quoter's “Item/Risk Report” to determine whether the procurement represents high performance risk to the Government as well as to ensure the quoted pricing is consistent with historical prices paid for the products or otherwise creates a risk for the Government.

PURPLE Next 10%

GREEN Next 70%

YELLOW Next 10%

RED Lowest 5%

Summary Report:

The Government will review the summary report score for the PSC(s) associated with this effort only.

Supplier Risk Report:

The Government will review the supplier risk score as well as the suspected counterfeit area.

Item/Price Risk Report:

The Government will review the item/price risk score utilizing the various search functions.

Past performance will be based on GO / NO GO basis. An unacceptable (NO GO) equals a yellow or red listing in the SPRS system for the PSC(s) in the summary report as well as the supplier risk score/suspected counterfeit area and the item/price risk report. A quoter with no past performance (scores in either summary or supplier risk report) will be evaluated as neutral.

DELIVERY TABLE

The Government requires delivery to be made according to the following schedule:

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered non-responsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above.
