Statement of Work Summary: ServiceNow Staff Augmentation Services
This Statement of Work outlines a ServiceNow Staff Augmentation Services engagement for the Southwest Regional Maintenance Center (SWRMC), a Department of Defense facility. The vendor will provide two onsite Full-Time Equivalent (FTE) engineering resources supported by senior advisory consulting and project management to migrate SWRMC's legacy Oracle APEX web portal to ServiceNow and expand IT Service Management (ITSM) capabilities. Primary objectives include system migration from Oracle APEX to ServiceNow, standing up ITSM capabilities for IT and Facilities help desk ticketing, and building custom applications on the ServiceNow App Engine for specialized business functions. Core development targets encompass Apprenticeship Program Tracking, Cell Phone Management, Personnel-Related Data and Organizational Hierarchy, IT Checkout and Equipment Issue tracking, Support/Logistics Workflows, Facilities Requests and Help Desk, and Command Correspondence and Knowledge Base modules.
The engagement requires two dedicated FTE positions: a Solution Architect (1.0 FTE) requiring 3+ years of dedicated ServiceNow experience (5+ years preferred), ServiceNow Certified System Administrator (CSA) and Certified Implementation Specialist (CIS-ITSM) certifications, and a Technical Consultant (1.0 FTE) requiring a bachelor's degree in Computer Science or IT, minimum 5 years progressive IT experience with 3+ years on ServiceNow implementations, and active CSA plus multiple CIS certifications. Both positions mandate active Top Secret Clearance and IAT Level 2 Certification. All work will be performed onsite at SWRMC facilities. The period of performance consists of a 4-month base period with two consecutive 4-month option periods, totaling one year. Billing is on a fixed-rate, professional services model based on standard 40-hour work weeks per FTE, invoiced monthly. The pricing table shows blank values for monthly unit rates and total period prices. The vendor will also provide up to 5 hours per week of senior reach-back advisory support for governance reviews, risk mitigation, and technical escalation. Critical assumptions include both FTE resources maintaining active Top Secret Clearance with IAT Level 2 Certification, issuance of a DD-254 contract security classification specification, SWRMC provision of Government Furnished Equipment (GFE), and that completion of legacy migrations is subject to technical discovery without guarantees of full migration within the base period.
