About this file

This is a Product Description document for a sole source procurement by the Southwest Regional Maintenance Center (SWRMC) Code 261 Engineering Division of the U.S. Navy, located in San Diego, California. The procurement is for one (1) Iris M Federal System, Part Number IRISM-FEDERAL, manufactured by RDI Technologies, plus seven total items including accessories. The system is a portable high-speed camera device used to analyze vibration characteristics of rotating machinery and structures on U.S. Navy ships, including gas turbine engines, compressors, pumps, motors, heat exchangers, piping, and platforms. The Iris M Federal System utilizes RDI's proprietary Motion Amplification technology and was successfully tested and validated for shipboard use during the 2024 ANTX - Coastal Trident event in Port Hueneme, California.

The system specifications include an Iris M Federal Acquisition System (Dell Rugged Pro) with IP-53 dust and water spray protection rating, MIL-STD-810H certification for drop, vibration, and temperature extremes, and operating temperatures from -20°F to 145°F. The Federal Configuration includes no WiFi, Bluetooth, webcam, camera, or microphone capabilities for security purposes. The Iris M Camera operates from 32°F to 122°F with humidity range of 20 to 80% (no condensation). The equipment is critical for collecting Objective Quality Evidence (OQE) to assess equipment and system conditions and ensure ship safety. RDI Technologies is identified as the authorized distributor with exclusive access to proprietary materials and drawings. The Period of Performance is 29 January 2026 through 30 September 2026, with controlling guidance referencing JFMM CH.23. Brand Name Justification is provided in Attachment A.

2. JOB DESCRIPTION:

2.1 SWRMC Code 261 requires a sole source procurement of a Iris M Federal System plus

Accessories listed above (7 Items total).

2.2 Project Background and Objective

The Iris M Federal System is a portable device used for understanding the vibration characteristics of rotating machinery and structures on USN ships. It can also be used to evaluate vibration problems on structures, platforms, pumps, compressors and motors. SWRMC Code 261 requires a sole source procurement of the high speed camera system used to assess vibration problems fast and efficiently in order to affect repairs on gas turbine engines on US Naval ships.

This procurement is for one (1 each) Iris M Federal System, P/N IRISM-FEDERAL. This equipment is vital to the Navy’s mission and its critical features are unique and proprietary to RDI Technologies, as they have manufactured, customized and repaired this specific system and which has already successfully tested and proved on surface vessels.

This high-speed camera system is essential to analyzing the movement of structures in order to determine the source of the problem fast and effectively. As previously mentioned above, it can also be used to analyze vibration problems on compressors, pumps, motors, heat exchangers, piping, and other locations. The Everest XL Detect+

Video Borescope System is durable to MIL-STD 810H and temperature resistant to 122 Deg. F, portable, lightweight, includes software necessary to operate, measure, capture and record photo or video imagery of location of interest. The IRISM-FEDERAL system uses RDI's Motion Amplification technology and was used and successfully tested on a ship during the 2024 ANTX - Coastal Trident event in Port Hueneme, CA.

which validated this equipment for shipboard use.
