About this file
This is a Statement of Work for the Southwest Regional Maintenance Center (SWRMC) Engineering Division, Code 261, located at 3755 Brinser Street, Building 76, San Diego, CA 92136, dated 23 January 2026. The procurement requires one Everest XL Detect+ video borescope system, specifically part number XLDPB6130 paired with two probe attachments: XLG3T61120FG (6.1mm Forward View Black Tip) and XLG3T61120SG (6.1mm Side View Blue Tip). The system is identified as a sole source procurement essential to the U.S. Navy's mission for inspecting gas turbine engines across the Pacific Fleet. Key points of contact include Division Head Bruce Thompson (619-556-2618, bruce.d.thomspon.civ@us.navy.mil) and Subject Matter Expert Jurie H. Grobler (619-556-2643, jurie.h.grobler.civ@us.navy.mil).
The equipment must be a portable, lightweight, durable inspection device compliant with MIL-STD 810G, temperature resistant to 100 degrees Celsius, and capable of inspecting inaccessible locations up to 3 meters (approximately 10 feet). The system must include software for navigation, measurement, photo and video capture/recording capabilities, and must meet rigorous electromagnetic interference testing standards (RS103 - ABOVE DECK to MIL-STD-461F). Required features include 3D stereo and phase measurement capability, image comparison, PC re-measurement, and multiple measurement types (length, point-to-line, depth, area, multi-segment, depth profile, area depth profile, and measurement plane). The system must achieve IP65 rating and comply with Group 1, Class A standards (EN61326-1, UL, IEC, EN CSA-C22.2:61010-1UN/DOT T1-T8). The performance period extends from 23 January 2026 through 30 September 2026, with controlling guidance referenced as JFMM CH.23.

2. JOB DESCRIPTION:
2.1 Procure one (1EA) Everest XL Detect+ video borescope system, MFG Part# and description - XLDPB6130 - XL Detect+ Video Borescope System, XLG3T61120FG - 6.1mm Forward View Black Tip, and XLG3T61120SG - 6.1MM SIDE VIEW BLUE TIP.
2.2 Project Background and Objective
The Everest XL Detect+ Video Borescope System is a portable device used for inspection of USN gas turbine engines, which is a USN requirement. SWRMC Code 261 requires a sole source procurement of the subject video scope system used to assess damage to affect repairs on gas turbine engines on US Naval ships. This procurement is for one (1 each) Everest XL Detect+ Video Borescope System, P/N XLDPB6130. This equipment is vital to the Navy’s mission. This video scope system is essential to examining the internal condition of all gas turbine engines in the pacific fleet. It must have the capability to inspect compressors, pumps, motors, heat exchangers, piping, and other inaccessible locations up to 3 M (~10 ft).
The Everest XL Detect+ Video Borescope System must be durable MIL-STD 810G and temperature resistant to 100 Deg. C, portable, lightweight, includes software necessary to navigate, measure, capture and record photo or video imagery of location of interest. The XL Detect+ must be tested to the United States Department of Defense Electromagnetic Interference RS103 - ABOVE DECK to MIL-STD-461F.
Standard compliance: Group 1, Class A: EN61326-1 UL. IEC, EN CSA-C22.2:61010- 1UN/DOT T1-T8. IP Rating XL Detect+: Tested to IP65.
Some required key features are 3D Stereo and Phase measurement capability, image comparison, and PC re-measurement. Required Measurement Types are Length, Point to Line, Depth, Area, Multi-Segment, Depth Profile, Area Depth Profile, Measurement Plane. This video scope system is the only unit that reliably satisfies and meets the Navy's requirements. The capability afforded by this equipment will provide code 261 inspectors the ability to make informed recommendations and collect required Objective Quality Evidence (OQE) for assessment of equipment and system conditions to ensure ships safety for all personnel.
