About this file

This is a Statement of Work for the Southwest Regional Maintenance Center (SWRMC) Engineering Division, dated 23 January 2026, for the procurement of one Everest XL Detect+ video borescope system. The required equipment includes manufacturer part number XLDPB6130 (XL Detect+ Video Borescope System) along with two scope attachments: XLG3T61120FG (6.1mm Forward View Black Tip) and XLG3T61120SG (6.1mm Side View Blue Tip). The system is designated for inspection of U.S. Navy gas turbine engines aboard Pacific Fleet vessels and is identified as a sole source procurement. The procuring activity is SWRMC Code 261 located at 3755 Brinser Street, Building 76, San Diego, California 92136, with points of contact being Division Head Bruce Thompson (619-556-2618) and Subject Matter Expert Jurie H. Grobler (619-556-2643).

The video borescope system must meet specific technical requirements including durability to MIL-STD 810G standards, temperature resistance to 100 degrees Celsius, portability, and capability to inspect inaccessible locations up to 3 meters (approximately 10 feet). The equipment must include software for navigation, measurement, photo and video capture and recording, and must be tested to Department of Defense Electromagnetic Interference standard RS103 (Above Deck) to MIL-STD-461F. Additional compliance standards include EN61326-1, UL, IEC, EN CSA-C22.2:61010-1, UN/DOT T1-T8, and IP65 rating. The system is essential for collecting Objective Quality Evidence (OQE) for equipment and system condition assessment to ensure ship safety. The period of performance extends from 23 January 2026 through 30 September 2026, with controlling guidance referenced as JFMM Chapter 23.

2. JOB DESCRIPTION:

2.1 Procure one (1EA) Everest XL Detect+ video borescope system, MFG Part# and description - XLDPB6130 - XL Detect+ Video Borescope System, XLG3T61120FG - 6.1mm Forward View Black Tip, and XLG3T61120SG - 6.1MM SIDE VIEW BLUE TIP.

2.2 Project Background and Objective

The Everest XL Detect+ Video Borescope System is a portable device used for inspection of USN gas turbine engines, which is a USN requirement. SWRMC Code 261 requires a sole source procurement of the subject video scope system used to assess damage to affect repairs on gas turbine engines on US Naval ships. This procurement is for one (1 each) Everest XL Detect+ Video Borescope System, P/N XLDPB6130. This equipment is vital to the Navy’s mission. This video scope system is essential to examining the internal condition of all gas turbine engines in the pacific fleet. It must have the capability to inspect compressors, pumps, motors, heat exchangers, piping, and other inaccessible locations up to 3 M (~10 ft).

The Everest XL Detect+ Video Borescope System must be durable MIL-STD 810G and temperature resistant to 100 Deg. C, portable, lightweight, includes software necessary to navigate, measure, capture and record photo or video imagery of location of interest. The XL Detect+ must be tested to the United States Department of Defense Electromagnetic Interference RS103 - ABOVE DECK to MIL-STD-461F.

Standard compliance: Group 1, Class A: EN61326-1 UL. IEC, EN CSA-C22.2:61010- 1UN/DOT T1-T8. IP Rating XL Detect+: Tested to IP65.

This video scope system is the only unit that reliably satisfies and meets the Navy's requirements. The capability afforded by this equipment will provide code 261 inspectors the ability to make informed recommendations and collect required Objective Quality Evidence (OQE) for assessment of equipment and system conditions to ensure ship’s safety for all personnel.
