The requirement is for a rooftop security guard rail system to be delivered door-to-door to the embassy compound at AVE. Basilio Demetrio Lakas, Clayton, Panama. Installation services are excluded from the scope. The guard rail must be EN14122 Class A approved and independently tested, meeting OSHA Regulation 29 CFR 1910.23 for guardrail systems. Design specifications include a minimum height of 42 inches, capability to withstand a 200-pound load in any direction to the top rail, and compatibility with roof slopes up to 10 degrees. Materials must consist of galvanized steel pipe (1-1/2 inches schedule 40), galvanized tube (12 gauge, 1-1/2 inches), galvanized counterweight levers (1-1/4 inches), molded recycled PVC counterweights, and Class 30 gray iron mounting bases weighing 96 pounds with rubber pads to protect the roof membrane. All fasteners and securing pins must be stainless steel or galvanized, with pins including a collared design and lanyard connected to a lynch pin. Receiver posts must incorporate positive locking systems—friction locking is prohibited—and include drain holes. Compliance is required with Department of State physical security standards (12 FAM, 12 FAH-5, 12 FAH-6), SHEM guidelines for hazard management during delivery, OSHA standards for safe material handling and transportation, and EM 385-1-1 recommendations regarding wind load design and proper material handling techniques. All delivery documentation must include material specifications, safety certifications, and compliance verification with Department of State security standards.
