This document is an evaluation factors matrix for federal contract proposal assessment under FAR 12.602 for solicitation N7027226Q0014, a continuation of Local Exchange Carrier (LEC) services for Naval installations in Corpus Christi and Kingsville, Texas.

Proposals will be evaluated across ten technical and organizational criteria. Contractors must demonstrate Avaya CS1000M expertise with a minimum of two Level III PBX Technicians holding active Avaya Certified Support Specialist (ACSS) credentials to ensure programming capability without voiding Navy maintenance agreements. All proposed equipment and transmission paths (fiber and copper) must meet Navy standards and support simultaneous voice, data, and image transmission without degradation. Contractors must guarantee high network availability for mission-critical operations and 100% accessible E911 services subject to inspection. Additional evaluation factors include management capability with defined 24/7 support and escalation procedures; compliance with all solicitation technical, performance, and security standards including Tier 3 background investigations for personnel; corporate experience with similar-sized and complex projects; successful infrastructure modernization experience with IP-based systems; Security Technical Implementation Guides (STIG) compliance; BICSI certification for personnel performing transmission media upgrades; and verification that all contractor personnel are U.S. citizens able to obtain favorable Tier 3 background investigation determinations.

PROPOSAL EVALUATION FACTORS

Contractor’s technical offer will be assessed based on the RFQ PWS/SOW identified technical requirements. The following will be applied for determination of acceptability:

Contractor: _____________________________________

#
Requirement
1
Technical Expertise & Personnel Qualifications

Avaya CS1000M Expertise: The contractor must provide a minimum of two (2) Level III PBX Technicians with active Avaya Certified Support Specialist (ACSS) credentials (pp. 2, 20). This is the only measurable means to ensure programming can occur without voiding existing Navy maintenance agreements (pp. 2, 20).

2
Infrastructure & Equipment: Offeror must confirm all proposed equipment and transmission paths (e.g., fiber, copper) meet Navy standards and support simultaneous voice, data, and image transmission without degradation (pp. 1-3, 19-21).
3
Reliability & Emergency Services: Offeror must demonstrate high network availability for mission necessity (pp. 4-5, 22-23) and guaranteed E911 accessibility, which is subject to 100% inspection (pp. 4, 6, 8, 22, 24, 26).
4
Management Capability and Key Personnel: The proposal is evaluated on the offeror's organizational structure, risk management plan, and the qualifications and experience of the proposed key personnel (pp. 4, 22). This ensures adequate 24/7 support and clearly defined escalation procedures as specified in the PWS (pp. 4, 7, 22, 25).
5
Compliance with all Solicitation Requirements: This ensures the offeror can meet all specific technical, performance, and security standards outlined in the PWS and applicable regulations like the Federal Acquisition Regulation (FAR) (pp. 1, 6). This includes adhering to the required service levels for minor, major, and critical outages and meeting security requirements like Tier 3 background investigations for personnel (pp. 6, 9, 24, 27).
6
Corporate Experience/Relevant Experience: This factor assesses the breadth and depth of the offeror's overall company experience in performing efforts of similar size, complexity, and scope (pp. 1, 19).
7
Infrastructure Modernization: Successfully engineered and integrated advanced IP-based infrastructure, facilitating a seamless transition from legacy voice and data systems without service interruptions (pp. 2-3, 20-21).
8
Security Compliance: Ensured all newly implemented systems fully complied with current Security Technical Implementation Guides (STIGs), effectively mitigating cybersecurity risks associated with outdated infrastructure (pp. 2-3, 20-21).
9
Fiber/Copper Validation: Personnel performing "transmission media" upgrades must hold BICSI (Building Industry Consulting Service International) certifications (pp. 2, 20).
10
Personnel Security Requirements: All contractor personnel must be U.S. citizens and able to obtain a favorable Tier 3 background investigation determination (pp. 9-12, 14, 27-30, 32).
