About this file
This is Addendum 3 to a solicitation issued by the State of Connecticut Department of Administrative Services for the rental of equipment, labor, and services for roadway construction and drainage installation throughout Connecticut under ITB 26PSX0142. The solicitation encompasses all labor, equipment, tools, fuel, materials, and maintenance required for roadway construction and drainage installation work organized by DOT Maintenance District. The contract will replace the existing Contract 25PSX0377, effective October 1, 2026, and will run through September 30, 2029. Bids were due August 18, 2026 at 2:00 p.m. EDT, with questions due July 29, 2026. The State intends to establish a multiple-award contract with awards to responsive and qualified bidders. Exhibit B contains the Price Schedule with specific equipment and pricing requirements for Items 1-20 across various districts and attachments.
Addendum 3 provides answers to seven questions submitted during the solicitation process, clarifying key operational and bidding requirements. Current contractors holding Contract 25PSX0377 must resubmit bids to be considered for award under the new solicitation. Work performed under this contract may be subject to prevailing wage requirements in accordance with Connecticut General Statutes Section 31-53(a), and contractors are responsible for complying with all applicable prevailing wage requirements. The State will provide dump trucks, disposal areas, mobile traffic control, signage, and cones for sweeping and catch basin operations, while contractors must supply water refills with equipment arriving full at the beginning of each shift. Lump sum transportation fees apply only to equipment requiring trailer transport, to be determined at pre-construction meetings. Bidders unable to provide specific equipment, coverage in certain districts, or particular attachments must enter "No Bid" in the applicable yellow-shaded fields of Exhibit B to avoid disqualification.

Please note: This solicitation will replace Contract 25PSX0377, Rental of Services and Equipment for Roadway
Construction, effective October 1, 2026.

Addendum Description: Answers to questions that were received by the due date.
No. Question Answer 1 I just saw the advertisement for solicitation
26PSX0142 and it states it shall replace Contract25PSX0377 please confirm if we are on contract under 26PSX0142 we should re bid under the new contract as it does not appear there are differences in the contracts.
Yes, this solicitation will replace Contract 25PSX0377 effective October 1, 2026. Current Contractors must submit a bid under this solicitation to be considered for award.
1a Also, it states in the contract docs that some awards under this contract shall be subject to prevailing wage rates. If we do not know values of purchase orders at time of bid should equipment and crew rates be bid as prevailing wage rates or standard wage rates as most of the repair work completed under this contract falls well under 100k but there are not separate lines for prevailing vs non?
The solicitation includes one Exhibit B Price Schedule. As stated in the solicitation, work performed under this contract may be subject to prevailing wage requirements. Contractors are responsible for complying with all applicable prevailing wage requirements when performing work subject to those requirements.
2 Are there any stark differences in this one? Is the purpose of the restructure that they are going back to only 1 contractor per line item, or same as it currently is.
The solicitation has been revised to add additional equipment to meet the needs of Client Agencies and to make other revisions to Exhibit B, Price Schedule.
3 I understand that bid #26PSX0142 will be replacing bid #25PSX0377. My question is, what is the reason?
See Answer #2
4 It appears there is an addendum 2 posted which I am able to review and accept but not an addendum 1.
Addendum 1 only extended the question-and-answer period.
No. Question Answer 5 Given that Exhibit B Price Schedule requires the contractor to provide pricing for specific pieces of equipment with operator(s):
5a Will the State be providing dump trucks or disposal area for sweeping & catch basin debris?
Yes.
5b Will the State be providing mobile traffic control, signage, and/or cones for sweeping & catch basin cleaning operations?
Yes.
5c Will the State provided subsequent water refills for sweeping & basin cleaning?
Refills will be supplied by the contractor, and equipment must show up full of water at the beginning of every shift.
5d Are subsequent refills considered working hours?
Yes, but must be expedited in a timely manner with adequate notification to the Client Agency.
5e Does the Lump Sum transportation fee only apply to equipment that needs to be trailered for transport?
Yes, to be determined at the pre-construction meeting.
6. This solicitation 26PSX0142 seems to be the same as the Awarded Contract 25PSX0377, with the exception of more detailed equipment specs & the elimination of the weekly and monthly rates. Why is the State re-bidding these services?
See answer #2
7. What is the duration of the contract?
This Contract will be in effect from October 1, 2026 (the "Effective Date") through September 30, 2029.
8. The header instructions on the "Items 1 - 20" tab of Exhibit B state that leaving any yellow-shaded fields blank will cause the bid to be deemed non-responsive. If a contractor does not have certain equipment in their fleet, lacks coverage in specific state districts, or does not offer particular attachments, how should they fill out those sections? Specifically, is it acceptable to enter "N/A" or "No Bid" in those mandatory yellow fields to indicate they are intentionally skipped while avoiding disqualification?
If a bidder is not bidding on a particular item, district, or attachment, they should enter “No Bid” in applicable, yellow-shaded field.
