About this file
Summary
This is a Request for Information (RFI) issued by the U.S. Coast Guard to conduct market research on commercially available portable trace detection systems for narcotics. The RFI is not a solicitation, and submission is voluntary with no payment obligation or guarantee of contract award. The USCG will acknowledge receipt of submissions and may provide feedback. All submitted information becomes government property and will not be returned. If the USCG proceeds with acquisition, a formal solicitation may be published on SAM.gov, GSA eBuy, or distributed to contract holders via a strategic sourcing vehicle. Vendors are advised to monitor these websites for future opportunities.
Vendors must provide comprehensive technical information addressing detection capabilities (detectable substances, simultaneous narcotic and explosive detection, minimum detection limits, library configurability), operational performance (analysis time, warm-up/initialization time, calibration requirements, false positive/negative rates), physical and environmental characteristics (dimensions, weight, power source, durability for maritime environments), data management and security, fleet management and software update capabilities, and human factors (user interface operability with gloved hands, display visibility, multilingual options). Additionally, vendors must submit company profile information (name, address, point of contact, socioeconomic status relative to NAICS code 334516, UEI, CAGE code), overview of federal/law enforcement experience, technology readiness status, warranty and maintenance plans with 5+ year parts availability, training options, non-binding pricing for single units, annual consumables (based on 500 samples annually), and training courses, delivery timelines, and availability through GSA eBuy, NASA SEWP IV, or other approved strategic sourcing vehicles. Responses limited to 10 pages (excluding cover page) must be submitted electronically in MS Word, Excel, PowerPoint, or Adobe format. Questions are due by 12:00 PM EST on May 21, 2026, and responses by 12:00 PM EST on June 3, 2026, to Brenda E. Oberholzer and Cora B. Good at the provided USCG email addresses.

Text version
This Request for Information (RFI) is issued to conduct market research and solicit information from industry partners regarding commercially available technologies for portable trace detection of narcotics. The capability provided by this type of technology is critical for mission success.
Disclaimer: There is currently no solicitation at this time. This RFI is not a request for proposals; submission of any information in response to this request is purely voluntary;
the Government will not pay for any costs incurred nor is it obligated to respond. All submissions become Government property and will not be returned.
After reviewing responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on SAM.gov or on GSA eBuy or distributed to contract holders if a strategically sourced vehicle is deemed appropriate. It is the responsibility of the interested parties to monitor these websites.
Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when deciding on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.
Respondents are advised that the Government will acknowledge receipt of the information received and may provide feedback to respondents with respect to the information submitted.
No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
Desired Capabilities
We are seeking information on portable trace detection systems suitable for use in a demanding maritime operational environment. Interested vendors are requested to provide information detailing their solution's ability to meet the following operational needs. Please address each point in your response:
Detection Capabilities:
• List of all detectable substances and associated library size.
• Ability to simultaneously detect both narcotic and explosive traces.
• Minimum detection limits for key substances (e.g., cocaine, heroin, fentanyl, methamphetamine, and their analogues).
• Configurability of the substance library by the end-user.
1.0 Operational Performance:
• Time required from sample collection to result (analysis time).
• System warm-up and initialization time.
• Recommended calibration frequency and time required to perform calibration.
• Data on false positive and false negative rates in varied environments.
1.1 Physical and Environmental Characteristics:
• Dimensions, weight, and portability of the device.
• Power source (e.g., battery, AC), battery life under typical use, and battery recharge time.
• Durability and ruggedness specifications (e.g., IP rating, shock/vibration resistance, operating temperature range), including whether the device is suitable for a maritime environment (e.g., water resistance rating, salt fog resistance).
• Description of all consumables required for operation (e.g., swabs, calibrants).
1.2 Data Management and Security:
• Onboard data storage capacity for test results.
• Methods for data export (e.g., USB, Ethernet, Wi-Fi).
• Cybersecurity features to protect system integrity and data.
1.3 Fleet Management and Updates
• Describe any capabilities for remote health monitoring, configuration management, and software/firmware updates across a fleet of devices.
• Describe how threat libraries are updated (e.g., over-the-air, via USB), how frequently updates are provided, and typical timelines for adding new substances once identified by the community.
1.4 Human Factors and Usability
• Describe the user interface, including operability with gloved hands, readability in bright sunlight/night conditions, and available audio/visual alerts. Include any multilingual interface options if available.
Information Requested from Vendors
Please provide a comprehensive response that includes, but is not limited to, the following:
1. Company Profile:
• Company Name, Address, and Website
• Company Point of Contact, Emali Address, and Phone Number
• Socioeconomic Status (large business, small business, small, disadvantaged business, 8(a)-certified small, disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business), relative to the North American Industry Classification System (NAICS) code 334516: Sample analysis instruments (except medical) manufacturing.
• Unique Entity Identifier (UEI)
• CAGE Code
2. A brief overview of your company, including experience supporting federal agencies or law enforcement organizations.
