About this file
This file is a Darfur Contracting Act Certification form required by the State of California for companies with business activities or operations outside the United States bidding on state contracts. The form applies to solicitation 26FS0004 for Exterior Window Cleaning Services at the Veterans Home of California at Fresno. Bidders must certify their compliance status regarding foreign business operations within the previous three years. The certification provides two options: companies can certify they are not scrutinized companies under Public Contract Code Section 10476, or they can submit written permission from the Department of General Services if they are scrutinized companies. The form requires completion of company name, Federal ID Number, authorized signature, and printed name and title of the signing official.
The solicitation is restricted to certified Disabled Veteran Business Enterprise (DVBE) firms only. Bidders must complete the Darfur Contracting Act Certification form as part of their proposal submission to establish eligibility. Any company that has not conducted business activities or operations outside the United States within the previous three years is exempt from completing this certification. The specific details regarding pricing, project scope, timeline, and submission procedures are contained in the Solicitation for Quote letter and Exhibit A, with all questions to be submitted via email according to the timeline provided in the solicitation documents.
