About this file

This Performance Work Statement (PWS) is for a residential placement service for the Department of Defense Education Activity (DoDEA), specifically for an eleventh-grade female student with autism spectrum disorder and an intellectual disability. The contract requires a residential treatment facility in League City, Texas to provide comprehensive services including room and board, behavioral health support, psychiatric services, applied behavior analysis, speech and language services, and occupational therapy. The facility must be state-credentialed, accept students with the specified disabilities, and provide a 1:2 staffing ratio with 24/7 nursing availability.

The scope of work mandates monthly or quarterly progress meetings with the Mid-Atlantic District's Case Study Committee, quarterly written progress reports, and strict compliance with professional conduct standards. The contractor must ensure all service providers are certified, licensed, and in good standing with their respective professional boards. The contract emphasizes maintaining a professional, safe environment for the student, with specific behavioral and interaction guidelines for contractor personnel. The residential placement was determined to be the least restrictive environment and necessary to provide a free and appropriate public education given the student's high level of aggression and maladaptive behaviors.

PERFORMANCE WORK STATEMENT

Department of Defense Education Activity 4800 Mark Center Drive

Alexandria, VA 22350

17 DEC 25 1

DoDEA-Americas Residential Placement

1. General Information and Scope of Work

1.1 Agency

1.1.1 The Department of Defense Education Activity (DoDEA), DoDEA, as one of only two Federally operated school systems, is responsible for planning, directing, coordinating, and managing pre- kindergarten through 12th grade educational programs on behalf of the Department of Defense (DoD). DoDEA is globally positioned, operating 161 accredited schools in 9 districts located in 11 foreign countries, 7 states, Guam, and Puerto Rico.

DoDEA employs about 14,000 employees who serve over 64,000 children of active-duty military and DoD civilian families. DoDEA is committed to ensuring that all school-aged children of military families are provided with a world-class education that prepares them for post-secondary education and/or career success and to be leading contributors in their communities as well as in our 21st century globalized society.

DoDEA operates as a field activity of the Office of the Secretary of Defense (Personnel and Readiness). It is headed by a director who oversees all agency functions from DoDEA headquarters in Alexandria, Virginia. DoDEA's schools are divided into 3 geographic areas: Europe, the Pacific, and the Americas.

1.1.2 The required services will be rendered at the contractor’s location in League City, Texas.

1.2 Background

1.2.1 Special Education and related services are mandated for DoDEA students with disabilities under

DoD Instruction 1342.12 (June 2015) entitled, Provision of Early Intervention and Special Education Services to Eligible DoD Dependents. The Case Study Committee (CSC) is responsible for determining if a student requires related services in accordance with required assessment components. The required services must support the educational needs of the student rather than his or her medical needs. The CSC is made up of Government officials and makes the final determination of a child’s needs.

1.2.2 The previous contract for these services, HE125423P4004, was awarded on a sole source basis.

1.3 Scope of Work: The Contractor shall provide the necessary tools, supervision, expertise, and resources for a residential program that meets the student’s needs as described/defined by the Mid-Atlantic District’s CSC.

2 Requirements

2.1 Residential Program Services: DoDEA requires a residential placement for an eleventh-grade female student (16 years old). It shall provide the student room and board, explicit, direct special education services, behavioral health support services, psychiatric services, applied behavior analysis services, speech language services, and occupational therapy services. The residential placement facility shall accept students with autism spectrum disorder (ASD) and an intellectual disability (ID), be accredited by a state credential agency, and be in good standing with all credentialing boards. Residential placement services shall be determined in conjunction with the Mid-Atlantic District’s Case Study Committee (CSC) team to determine the least restrictive environment (LRE) and free and appropriate public education (FAPE). This student’s FAPE and LRE have been determined to be a residential treatment facility able to provide the required services due to the student’s high level of aggression and violent/maladaptive behaviors.
