About this file
This document is a Justification and Approval (J&A) for a non-competitive contract award by the Department of the Navy's Strategic Systems Programs (SSP). The contract is a follow-on award to JRC Integrated Systems, Inc. for technical services and programmatic support for the Common Missile Compartment (CMC) Program, specifically supporting the TRIDENT II (D5) Submarine Launched Ballistic Missile System. The contract will have a one-year base period and four one-year option periods, with a total estimated value that is redacted.
SSP determined that JRC is the only qualified contractor due to its specialized knowledge of the submarine weapon system, with market research and a Sources Sought Notice confirming no other vendors possess the required submarine, nuclear deterrence, and arms control experience. The government estimates it would cost approximately $2.422M and take two years to train an alternative contractor, making competition impractical. The contract will include technical engineering services, operator and operational expertise, design reviews, program support, and various technical and programmatic tasks essential to the submarine platform programs for the US and UK.

Note 1: The contract will include a special contract term, which applies only to Level-of- Effort (LOE) line items, intended to provide a vehicle for the Government to acquire additional labor-hours for work within the scope of the contract. This optional term allows an increase not to exceed 30 percent of the total value associated with each LOE contract line item to accommodate for emergent in-scope requirements. This increase of not to exceed 30 percent for LOE line items is not included in the total dollar amount in the above table.
4. Statutory Authority Permitting Other Than Full and Open Competition. 10 U.S.C.
3204(a)(1) as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
(1) The incumbent contractor, JRC, is the only contractor that possesses the knowledge and expertise to perform the requirement covered by this J&A.
JRC possesses an in-depth technical and operational understanding of the SWS and its subsystem-level capabilities that are needed for the current TRIDENT II (D5) SLBM SWS Program. These technical services and programmatic support for the TRIDENT II (D5) SLBM CMC SWS integration efforts for the submarine platforms require a contractor with specific operational knowledge, and an in depth understanding of this system and program. These are critical capabilities, needed to re-host and integrate the SWS within the CMC on-board the submarine platforms. From the beginning of the CMC program, JRC has developed specialized knowledge of the design, trade studies, and provided both operator and operational aspects as well as constraints required for the re-hosting and integration of the SWS on-board the submarine program.
(2) JRC has provided high level technical review and comments regarding applicable design, test, and construction artifacts for the CMC to include, but not limited to systems engineering and analyses, independent studies, engineering evaluations, design documentation development, technical, operation and programmatic trade studies. In addition, JRC has in-depth knowledge and experience with reviewing Change Notices, Trouble Failure Reports, test procedure changes, and Trouble Casualty Reports.
(3) Qualifying another contractor to perform this work would result in: (1) a substantial duplication of cost to the Government that would not be expected to be recovered through competition, and (2) unacceptable delays to Fleet schedule in fulfilling SSP’s requirements to the US and UK CMC Programs.
(4) As noted above, JRC is the only source available to perform this effort and meet the requirements of the current and follow-on programs based on the following critical elements:
Replacement costs and manpower are key factors in considering the use of other sources. The total estimated cost of qualifying and transitioning to another contractor for this contract is approximately $2.422M. The cost to qualify an alternative contractor to perform the systems engineering and program support efforts would be prohibitive and would incur high risk of reduced performance of manpower that supports the fleet. SSP determined that selection of another source would require the Government to incur the following additional costs:
a. Due to the logistics and the complexity of the training material, it is expected that training would take two (2) years for all personnel involved in the contract. The estimate was calculated assuming five (5) people times two (2) years of training at a man-year rate of $242,200 per person per year, which equals approximately $2.422M of additional costs.
Not only is cost a key factor but also human resources necessary to acquire and train alternate sources. If an alternative source was pursued, then a delay of approximately two (2) years would result because of the necessary training to become productively knowledgeable to meet the engineering and sustainment efforts for these tasks. The time to qualify an alternative contractor to perform the systems engineering and program support efforts would be prohibitive and such approach would not meet the schedule required to support the current and follow-on programs. SSP determined that selection of another source would require the Government to incur the following delays:
a. Due to the logistics and the complexity of the training material, it is expected training would take two (2) years for all personnel involved in the contract.
b. The Fleet schedule is critical. Qualifying an alternative source would not support Program schedule requirements for casting powder development and gas generator development. Expected delays (> 6 months) caused by the qualification efforts would result in SSP being unable to provide sufficient support to both SSP branches, NAVSEA, and the Shipyards.
In summary, the time and cost required to establish the conditions for a competition between Contractors, and for a successful transition to a new contractor other than JRC are unacceptable.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
SP26 conducted Market Research in accordance with Federal Acquisition Regulation Part 10. Market research techniques included applying personal knowledge in procuring services of this type, contacting knowledgeable individuals in Government and industry regarding market capabilities to meet requirements, reviewing the results of recent market research undertaken to meet similar requirements, and querying the government-wide database of contracts at various Government and commercial websites.
A Sources Sought Notice (SSN) was posted on the SAM website (www.SAM.gov) on 6 June 2025 for a period of 15 days. Three (3) vendors, including JRC, submitted capability statements in response to the SSN. SSP conducted a technical review of the three (3) capability statements and determined that only JRC demonstrates any actual experience in the required technical areas. The technical review further concluded that two (2) of the SSN respondents do not possess requisite submarine experience, nuclear deterrence experience, or Arms Control experience needed to perform the required effort.
As such, only JRC was deemed capable of meeting SSP’s requirement; the remaining two (2) SSN respondents were deemed incapable. No other potential sources were discovered as a result of the Government’s market research efforts, which are further described in a Market Research Report.
In accordance with FAR 5.201, a pre-solicitation notice was posted on the SAM website on 11 June 2025 for a period of 15 days, providing vendors with an opportunity to demonstrate their capability to meet the requirements. No responses were received in the response to the synopsis.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies and services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in paragraph 5, SSP has no plans to compete the services covered by this document at this time. SSP will continue to monitor the market in an attempt to identify potential sources of these services for future requirements, while analyzing any potential impact to cost, schedule, and program risk. If another potential source emerges, SSP will assess whether competition for future requirements is feasible.
As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior J&A was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS PGI 206.304(a)(S-70)(ii).
