About this file

This is Addendum #1 to a construction invitation for bid issued by the State of Michigan Department of Military and Veterans Affairs for the installation of medium voltage electrical infrastructure at MATES Camp Grayling Annual Training Site in Grayling, Michigan. The project, identified as 26B1523036, involves installing three new medium voltage cables up to a relocated temporary transformer, establishing two 2-inch schedule 80 PVC raceways from vault V7 to Handhole HH-A, and installing a 12-strand single mode fiber optic cable through multiple vaults and into a new Weapons Cleaning Building. The bid opening is scheduled for June 5, 2024, at 2:00 PM EST, with questions accepted until 10:00 AM on May 29, 2024. The contract duration is 180 calendar days from award. The project contact is Michael Morey at (517) 481-7589, and the construction inspector is Melissa Mead at (989) 344-6386.

The project is designated as a prevailing wage project, and bidders must include a $50,000.00 allowance amount in their proposals. Key clarifications provided in this addendum address cable material specifications (copper medium voltage cables with copper concentric neutral conductors), utility locating responsibilities (contractor-funded), fiber optic cable supply and installation (contractor-provided), underground duct materials (DMVA supplies approximately 1,185 feet of armored microduct; contractor provides remaining PVC raceways), temporary transformer specifications (75 kVA, 2,505 lbs), and installation methodology (direct burial and plowing-in are permitted for medium voltage cables). The addendum also specifies the installation of a 5-inch schedule 40 PVC raceway buried 50 inches below final grade for the three medium voltage cables and requires coordination with the project inspector regarding timing of underground installations relative to paving operations.

SUBJECT: Install Medium Voltage - MATES Camp Grayling Annual Training Site Graying, MI

BID OPENING: June 5, 2024 - 2:00PM EST

ADDENDUM NO. 1

TO: All Bidders

CALL ATTENTION TO ITEMS:

1. Bid Opening: June 5, 2024, at 2:00PM EST.

2. This is a Prevailing Wage project.

3. Include in your bid an allowance amount of $50,000.00.

4. Contract time is 180 calendar days from contract award.

5. Contact person for this project is Michael Morey; (517) 481-7589 regular business hours, Email is < moreym1@michigan.gov>. Questions will be taken until 10:00AM, May 29, 2024, at which time an additional addendum will be developed and posted if need be.

6. The construction inspector on this project is Melissa Mead; (989) 344-6386.

7. The contractor shall conduct and pay for their own existing underground utility locating in all areas that they’re installing cables.

QUESTIONS ASKED DURING THE WALK-THRU:

Q1) Do we need to submit to Michigan Licensing and Regulation Agency (LARA) or is the DMVA submitting to LARA?

A1) No, neither the bidding contractors nor DMVA need to submit to LARA. Medium Voltage projects are not submitted on.

Q2) Does this project require aluminum or copper medium voltage cables?

A2) Refer to specification section 260513 (2.01) (A) (1). Copper was incorrectly stated in the Pre-bid meeting. Note: the concentric neutral conductors on the MV cable are copper.

Q3) Fiber optic cable; will that be supplied by the DMVA or the contractor?

A3) Refer to specification section 271323 (1.2) (A) and (2.3) (A & B). This item would be provided and installed by the contractor. This fiber optic cable shall be blown or jetted into a micro-duct system and pulled in the final length of the 2” PVC raceway and into the Weapons Cleaning Building.

Q4) Who provides the underground fiber optic duct?

A4) Depends on the project location. A length of armored microduct (seven individual microducts bundled in an overall jacket) is supplied by the DMVA (approximately 1185 feet, located at the main camp, to be moved to the site by the winning contractor) and installed the contractor between vault V4 and V7. Between vault V7 and the handhold HH-A, the contractor provides the two (2) 2-inch schedule 80 PVC raceways.

Q5) What does this temporary transformer site on, a fiberglass box pad or a concrete slab style pad?

A5) A fiberglass box pad will be supplied by the Weapons Cleaning Contract. This item was incorrectly stated provided by this contract at the Pre-bid meeting. It is not provided by this contract.

Q6) What is the size of the “Temporary transformer” located at the Main Camp to be moved by this contract to the site to power-up the Weapons Cleaning Building until their transformer is delivered?

A6) The temporary transformer located in the “bullpen” near building 36 has the following size information:

1. 75kVA.

2. 66” wide x 38” deep.

3. Primary side: 14400/24940GRY/14400

Secondary side: 208Y/120 volts.

4. 2505 lbs.

Q7) Are the medium voltage (MV) cables supposed to be in duct of direct buried?

A7) Direct bury is allowed.

Q8) Is plowing-in the MV cable allowed or does it have to be open-cut trenches.

A8) Plowing-in the MV cable is allowed, however the fiber optic micro-duct bundle is to be laid nearby per the detail shown on sheet E1, “Cable Trenching Section”.

Q9) Do the existing vaults have water in them?

A9) As part of this meeting we drove around the site, opened one of them, and it did in fact have water in it.

ADDITIONAL QUESTIONS RECEIVED DURING THE BIDDING PERIOD:

1. None currently.

SPECIFICATION REVISIONS & CLARIFICATIONS

1. None.

DRAWING REVISIONS

1. Refer to Sheet E1, Mates Electrical Power & Communications Site Plan Notes, Note 1a. Per this note, the installation of three (3) new medium voltage cable up to the relocated temporary transformer is part of this contract. ADD the following to Note 1a: Provide and install one (1) 5” schedule 40 PVC raceway, buried a minimum of 50” (4’ – 2”) below final grade just below the pavement, between DFSE-7 and the temporary transformer location for installation of the three MV cables. Coordinate with Melissa Mead (Project Inspector) as to when this raceway is installed making sure it is installed underground before the paving around this building happens.

2. Refer to Sheet E1, Mates Electrical Power & Communications Site Plan Notes, Note 1c. Per this note, the installation of two (2) 2” schedule 80 raceways from vault V7 to Handhole HH-A is part of this contract.

ADD the following to Note 1c: Coordinate with Melissa Mead as to when these two 2” raceways are installed making sure when they are installed before the paving around this building happens.

3. Refer to Sheet E1, Mates Electrical Power & Communications Site Plan Notes, Note 1d. CHANGE this note to read: FIBER OPTIC CABLE INSTALLATION: Starting within building 1400, in the hub room, Jet or Blow a 12-strand single mode fiber optic cable in one of the existing empty microducts emanating from the bundle of microducts above the existing data rack near the roof, and continue this jetting through vaults V1, V2, V3, & V4, then on through new vaults V6, V7, V8, into new handhole HH-A, and on into the new Weapons Cleaning Building to that building’s data rack. Terminate and test all 12 fibers per the specification.

In Building 1400’s hub room, within the existing data rack, provide and install a new fiber optic interconnect tray; Fiber optic interconnect tray Basis of design: Hubbell Cat. No. FPR3SP with two loaded FSP adapter panels manufactured by Hubbell Cat. No. FSPSC6 adapter panels, SC – style simplex.
