About this file

This file is a Question and Answer Log for Solicitation W912CH-26-B-0003, addressing clarifications regarding the Standard Automotive Tool Set (SATS) Base in Mobile procurement. The Q&A log does not address specific products or services required, response dates, or award information; rather, it provides technical clarifications on requirements specified in the underlying Invitation for Bid (IFB).

Key clarifications from the Q&A include: (1) adjustable automotive wrenches (15" and 11") must be sourced from U.S. manufacturers, with Snap-On identified as a potential source for Martin-brand parts; (2) storage media can be constructed from any material type provided it meets all performance requirements in the IFB, with no mandatory material composition specified; (3) retention devices for securing tools can be made from any material meeting performance requirements, with previous versions using foam drawers and steel cabinets; (4) integral latching mechanisms satisfy the requirement for permanently affixed securing devices; and (5) removable trays and modular inserts are permitted, with the access requirement intended only to prevent removal of major storage assemblies. These responses provide flexibility to bidders in material selection while maintaining compliance with the government's functional and performance specifications.

Solicitation: W912CH-26-B-0003 - Item: SATS Base in Mobile Question and Answer Log

Question #1 With respect to the below items, these were previously available through Cresent and Martin, however, Cresent has since moved production to China and Martin has ceased to manufacture hand tools. What is the government's suggestion for these items?

A173. Wrench, Adjustable, Automotive, 15”. Shall have a worm drive adjustment.

Type: Automotive, Adjustable Length: 14.5 inch minimum Jaw Type: Perpendicular to handle Jaw Capacity: 3-5/8 inch minimum Jaw Depth: 1-3/4 inch minimum Material: Steel Finish: Chrome A175. Wrench, Adjustable, Automotive, 11”. Shall have a worm drive adjustment. Type: Automotive, Adjustable Length: 11 inch nominal Jaw Type: Perpendicular to handle Jaw Capacity: 3 inches nominal Jaw Depth: 1 1/2 inches nominal Material: Steel Finish: Chrome

Answer: The potential vendors can get the items from wherever they want as long as it meets the Government’s description and is made in the United States. Snap-On appears to have old stock of the Martin ones, part numbers MTF89315, and MTF89311 on Snap-On's website.

Question #2 Section 3.2.1 states that the storage media "shall be made of any suitable material that will meet all of the performance requirements set forth in this DFP." The Government further identifies corrosion resistance, fungus resistance, and environmental considerations as material performance requirements but does not identify any mandatory material composition requirements. Can the Government confirm that the storage media is intended to be evaluated on compliance with the stated performance requirements and that no specific material type or construction method is required, provided the proposed storage media fully satisfies all requirements of the DFP?

Answer:

No specific material is required, it just needs to meet all requirements in the DFP. Previous versions were steel cabinets with foam drawers.

Question #3 In the DFP under Section 4.4.2.1-Materials, The DFP requires the storage media to be constructed of a “suitable material" that meets all performance requirements. Would the Government please identify the minimum material characteristics or acceptable material types required for compliance (e.g., polymer type, resin specifications, impact resistance, or equivalent performance criteria), or will any material be considered acceptable provided all performance requirements are met?

Answer:

Storage media can be any material type as long as it meets the requirement in the DFP. Previous versions were steel cabinets with foam drawers.

Question #4 In the DFP under Section 3.3.1-Retention Device, The DFP requires the retention device to protect the tools and hold them in place during handling and shipping. Would the Government clarify whether there are any required or preferred retention device materials (e.g., closed-cell foam, polyethylene foam, EVA foam, thermoformed plastic, molded polymer, or equivalent), or will any material be considered acceptable provided it meets all performance requirements?

Answer: Retention devices can be any material, as long as they meet the requirements in the DFP. Previous versions were foam drawers.

Question #5 The DFP requires a device that is permanently affixed to the storage media to secure trays or drawers during transportation. Would the Government clarify whether this requirement is satisfied by integral latching mechanisms incorporated into the storage media, or if a separate retention device is required?

Answer: An integral latching mechanism satisfies the requirement.

Question #6 The DFP states that the operator shall not be required to remove sections of the SATS-SM to gain access to tools. Would the Government clarify whether removable trays, lift-out organizers, or modular inserts are considered "sections of the SATS-SM," or whether this requirement is intended only to prohibit the removal of major storage assemblies to access underlying tools?

Answer:

Removable trays and inserts are fine, requirement is intended to prevent removal of major components.
