About this file
The document is a Request for Proposals (RFP) issued by the State of Utah Division of Purchasing for an Emergency Notification System under solicitation #SK18004. The RFP seeks to establish a state cooperative contract with a vendor that will provide an alert, notification, planning, command and control, and communications system for daily operations, incident and event management, and collaboration within and between agencies. The contract is anticipated to result in multiple awards, with a five-year term beginning in February 2018. Proposals were initially solicited between October 3, 2017, and November 6, 2017, with ReadyOp Communications, Inc. ultimately being awarded the contract after evaluation.
The system requirements include web-based (cloud) functionality without requiring additional server purchases, 24/7 access from any location via secure internet or telephone, and capabilities such as sending alerts through multiple communication channels (phone, SMS, email, push notifications), logging communications, integrating with enterprise authentication, and supporting large-scale notifications (up to 23,500 recipients). The RFP emphasizes technical capabilities including disaster recovery, mobile device management, API integration, and compliance with accessibility standards like Section 508. While the document does not specify exact pricing, it requires vendors to submit comprehensive pricing lists and cost schedules, with potential pricing tiers based on the number of licensed users.
