About this file

This Supplemental Information Letter No. 1, issued by the City of Salem Department of Finance Services Contracts & Procurement on April 16, 2025, provides clarifications and answers to questions regarding Bid No. 267022 for Drinking Water Quality Laboratory Services. The solicitation seeks laboratory analysis services for approximately 475 estimated annual drinking water samples across 37 analyte categories, with proposals due electronically by April 22, 2026, at 11:00 a.m. local time. The contract will commence July 1, 2026, and continue through June 30, 2027, with options for four additional one-year renewal periods contingent upon satisfactory performance and City approval. No site visit or bidders conference is specified. The City of Salem is responsible for sample collection and shipping samples to the selected laboratory, while the contracting laboratory must provide sample bottles, coolers, packing material, chain of custody documentation, sample instructions, and prepaid shipping labels prior to sample collection. Results must be delivered within 2-4 weeks of sample receipt unless expedited service is requested.

The incumbent laboratory provider is Eurofins Eaton Analytical. Method substitutions are permitted and should be presented to the City as part of the contracting process. An approved substitution has been granted for Geosmin/MIB analysis using method L231. No special reporting limits are required, and regulatory sampling is ongoing based on the City's compliance schedule. The successful bidder must maintain current State of Oregon Environmental Laboratory Accreditation Program certification, comply with EPA analytical methods and quality control standards, and maintain commercial general liability insurance with a combined single limit of at least $2,000,000 per occurrence, naming the City as an additional insured. Pricing must be quoted on a per-sample, per-analyte basis, and award will be made to the lowest responsive bidder based on total bid price.
