About this file
This is a Request for Proposal (RFP) issued by the City of Daytona Beach, Florida, seeking qualified consultants to provide professional consulting, event coordination, industry outreach, and recruitment services to identify and attract amusement park and entertainment venue developers/operators to the city's beachfront properties. The project focuses on a site at 29 South Ocean Avenue and the Boardwalk Area within the Main Street Redevelopment Area. The RFP was released on September 22, 2026, with a non-mandatory pre-proposal meeting scheduled for September 30, 2026, at 10:00 AM. The deadline for questions and requests for interpretation is October 20, 2026, at 5:00 PM, and proposals must be submitted by October 27, 2026, at 2:00 PM through the City's online OpenGov platform. The selected consultant will conduct market and site analysis, develop targeted industry outreach and recruitment strategies, coordinate a showcase event, create marketing materials, and provide monthly progress reports and final recommendations. Consultants must have a minimum of five years of active, permanent, and successful operation prior to proposal submission.
The RFP does not specify a fixed contract price; instead, proposers must submit a detailed fee proposal broken down by task, including direct and indirect costs, estimated hours, and total project cost for evaluation. Evaluation criteria are weighted as follows: Experience and Related Expertise (15%), Qualifications of Assigned Personnel (20%), Project Approach (20%), References and Past Performance (20%), and Fee Structure (25%). The City reserves the right to award the contract to the proposer offering the best value rather than the lowest cost. Proposers must provide proof of insurance including workers' compensation, commercial general liability, automobile liability, and professional liability coverage before contract execution. All submissions require compliance with Florida statutes regarding E-Verify, public entity crimes, scrutinized companies, drug-free workplace certification, and human trafficking attestations. The City may award the contract through either the City of Daytona Beach or its Community Redevelopment Agency (CRA).

The City Manager has adopted a policy delegating the task of initially ranking Responsive Offers to a
Selection Committee. The Selection Committee may require personal interviews with Proposers before submitting its recommendations to the City Manager.
5.9. REJECTION OF OFFERS
The City reserves the right to reject any or all Proposals in whole or in part and to award by items, parts of items, or by any aggregate group of items specified. The City also reserves the right to waive technical defect when in its judgment the best interests of the City thereby will be served.

The City’s Selection Committee will review, rank, and shortlist all Proposals received by the established deadline for submission. Subsequent to the receipt of Proposals, the City may schedule a time for each requested oral presentation at a place convenient to the City.
B. The City’s Selection Committee will then rank each Proposal and prepare a recommendation for approval by the City Manager. Upon receipt of the City Manager’s approval, the City’s Project

Manager. Should the Project Manager be unable to negotiate a satisfactory contract with the any of the shortlisted Proposers, the City Manager, or designee, shall terminate such negotiations with any or all of the shortlisted Proposers and begin negotiations with remaining Proposers based on ranking, until negotiations are successful or this Solicitation is cancelled.
C. The City Commission has the sole authority to bind the City to the terms and conditions of a contract that has been approved in a public meeting of the City Commission. The City
Commission reserves the right to modify or reject any contract for the acquisition of goods and/or services submitted to it for consideration.

Thereafter, all Offers will be open for a personal inspection by any person pursuant to Public Records Law.

The Proposer will be contacted prior to the opening of the Offer and a determination will be made as to whether or not it is exempt prior to opening. CONSULTANT will not be relieved from responsibility to provide required insurance by any failure of the CITY to demand such coverage, or by CITY’s approval of a policy submitted by CONSULTANT that does not meet the requirements of this Contract.
