Sarasota County Utility Bill Printing and Mailing Services RFP

This is a Request for Proposals (RFP) issued by Sarasota County, Florida for utility bill printing and mailing services. The County seeks a qualified contractor to design, process, electronically transmit, print, insert, and mail utility customer account statements and related correspondence. The scope includes approximately 12 weeks of setup services encompassing kickoff meetings, file transmission system installation, software development, billing statement design, staff training, and go-live support. The contractor must deliver a comprehensive 24/7 web portal enabling customers to access bills, proof documents, track jobs in real time, track mail delivery, and receive email bills. Core printing services require production of utility statements on double-sided white bond paper with color printing, delinquent account letters on pink paper, and various notices and inserts as directed. Mailing services must be completed within 24 to 72 hours of file receipt using USPS bulk mail processing with address validation, CASS certification, and Intelligent Mail barcoding. The contract term is anticipated to be three years with proposals due April 6, 2026, submitted through the OpenGov Procurement platform. Short-listed proposers will be required to attend presentations or interviews either in Sarasota, Florida or virtually at the County's discretion.

Proposers must demonstrate prior experience providing revenue billing services for governmental entities comparable in size and complexity to Sarasota County, with preference given to those with UMAX Customer Information System integration experience. The contractor must maintain redundant processing sites capable of redirecting and resuming all services including file processing, printing, distribution, file repository, and web portal functionality. Compensation is structured as hourly rates with detailed direct expense costs to be provided by proposers, and all equipment, labor, materials, supplies, software licensing, postage, and permits are the contractor's responsibility. Insurance requirements include Workers' Compensation with $500,000 Employers Liability limits, Commercial General Liability at $1,000,000 per occurrence, Business Automobile Liability at $1,000,000 combined single limit, and Cyber Liability at $1,000,000 per claim. The contract is funded through grant funding, which precludes local and American business preference considerations. No incumbent vendor was identified; however, the County conducted direct outreach to eight known qualified service providers prior to the public posting on February 24, 2026.
