About this file
This is a Request for Qualifications (RFQ) issued by the State University of New York at Stony Brook (SUNY) for design services to conduct a comprehensive Life Safety Analysis, Accessibility Review, and Code Compliance Assessment of the Charles B. Wang Center. The scope of work requires qualified design consultants to perform a full building assessment including 90,245 square feet of interior space across four floors and 32,533 square feet of exterior garden area. Deliverables include field-verified as-built drawings, life safety plans, fire alarm and sprinkler system documentation, egress calculations, and a comprehensive written report with recommendations and rough order of magnitude cost estimates for remediation of any identified non-conforming conditions. The project is structured in four phases: Documentation (30%), Assessment (60%), Report Phase (90%), and Project Close-Out (100%), with a 10% design retainer held until satisfactory completion. The RFQ requires a minimum of one site visit for field surveys and documentation, plus a minimum of nine in-person meetings with the University distributed across the documentation, assessment, and report phases, along with one final presentation meeting. Questions must be submitted through the sourcing system by August 7, 2026, at 12:00 PM EST, and all bidders must register through the Jaggaer web-based platform at https://solutions.sciquest.com/apps/Router/SupplierLogin.
The final deliverables must be signed and sealed by both a New York State Registered Architect and a New York State Professional Engineer and must comply with all applicable codes including the New York State Codes, NYStretch Energy Code, and State University Construction Fund Directives. Minority and Women Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) set-asides are mandatory, with minimum utilization requirements of 16% for Minority-Owned Businesses, 14% for Women-Owned Businesses, and 6% for Service-Disabled Veteran-Owned Businesses. The consultant must preserve the original design language and overall appearance of the Charles B. Wang Center as required by the Charles B. Wang Foundation endowment. Design consultants are responsible for all subconsultants and subcontractors necessary to complete the work and must coordinate with multiple University departments and local/state authorities including the Fire Marshal and State Fire Marshal. All documentation must be provided in requested file formats, with ownership transferred to the University, and invoicing must be approved in writing by the CPDC design manager prior to payment processing.
