About this file
This Addendum No. 1 is issued by the Florida Department of Financial Services, Office of Insurance Regulation, in response to the Invitation to Bid (ITB) for the purchase and installation of window shades at the Larson Building in Tallahassee. The addendum addresses nine questions submitted by potential respondents and clarifies specifications and requirements for the project. The scope includes 277 custom Skandia Kleenscreen 3% Color 2354R Alloy window shades with Rollease Acmeda OEM components across multiple floors, with window dimensions ranging from 27.5" W × 69" H to 41" W × 81" H. Responses are due October 27, 2026, at 3:30 p.m., with a mandatory pre-response conference held on September 30, 2026, at 1:00 p.m. The project completion deadline is February 1, 2027, with an estimated 120 calendar days of work, and the contract term is one year from issuance.
Key modifications to the ITB clarify that fabric specifications require 26% polyester and 74% PVC composition treated with Sanitized antimicrobial technology; no substitutions or equivalent manufacturers are permitted, though respondents may fabricate shades themselves using the exact OEM components and materials. E-Verify enrollment is mandatory for all vendors. The Office will prepare the facility by removing obstacles to facilitate installation, and contractors may stand on desks to install shades. All window shades and windowsills will be inspected daily within five business days of installation, with any corrections completed within five business days of notification. Paint touch-up is not required; contractors must use drop cloths to protect carpeting. The contract is awarded to the single lowest-cost responsive and responsible bidder on a fixed-price basis, with the Office reserving the right to award to multiple vendors or make no award.

4.c. 1 of 3 I was just digging through the packet for this project and it is calling out Skandia shades - is it a hard NO on the "no substitutions"? We are local
Tallahassee small business and would love to bid the project, but we do not carry Skandia.
We do have several comparable vendors.

Work, Section 4.c.i. identifies
“Skandia Window Fashions” as the manufacturer and states that substitutions or equivalents will not be accepted. The specified
Skandia shade is fabricated using
OEM components and shade cloth manufactured by Rollease
Acmeda. American Blind &
Shade can obtain the same
Rollease Acmeda OEM hardware, components, fascia, operating system, and specified
Kleenscreen 3% openness shade cloth in Alloy (Color 2354R), and would perform the final fabrication and assembly of the shades to the exact dimensions, configuration, color, appearance, and performance requirements stated in the ITB, in the same manner that Skandia performs final assembly. Would the Office permit a Respondent to fabricate and assemble the finished roller shades itself using these exact same Rollease Acmeda OEM components and materials, rather than requiring final assembly by
Skandia Window Fashions, provided the finished shades conform exactly to all ITB specifications?
