About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition in federal procurement. Naval Facilities Engineering Systems Command (NAVFAC) Europe Africa Central, based in Naples, Italy, seeks approval to extend the Micro Multiple Award Construction Contract (Micro MACC) Indefinite Delivery Indefinite Quantity (IDIQ) contracts for five incumbent contractors: COPEL SRL, CONSORZIO CONTINENTAL, EDILEM SRL, LA TERMICA SRL, and SEB.CO. The action extends the ordering period by twelve months from August 12, 2026, to August 11, 2027, and increases total contract capacity by $10 million, from $35 million to $45 million. This represents the second bridge contract for this service.
The Micro MACC provides renovation, repair, and minor construction projects at Naval Support Activity (NSA) Naples, supporting mission readiness, airfield safety, and facility availability for combat missions. The bridge extension is justified under 10 U.S.C. 3204(a)(1) as a "only one responsible source" justification due to unforeseen delays in follow-on MACC acquisition planning caused by unexpected personnel departures in 2025 and a subsequent hiring freeze that impeded development of technical documentation. Current planned projects for fiscal years 2026 and 2027 are estimated at $11.98 million across approximately 38 task orders. A synopsized synopsis on the SAM website on March 5, 2026, for 15 days generated no responses. The government is actively pursuing the follow-on requirement through full and open competition to maximize future competition and eliminate the need for additional bridge contracts.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity
Naval Facility Engineering Systems Command (NAVFAC) Europe Africa Central
(EURAFCENT), Resident Officer in Charge of Construction (ROICC) Naples, Italy.
2. Description of the Action Being Approved
Approval is sought to increase the period of performance and contract capacity for the Micro
Multiple Award Construction Contract (Micro MACC) Indefinite Delivery Indefinite Quantity
(IDIQ) contracts (N3319121D4020, N3319120D4021, N3319120D4023, N3319120D4024, N3319120D4025). This action will extend the ordering period for twelve (12) months, from
August 12, 2026, to August 11, 2027, and increase the total contract capacity by $10 million, from $35 million to $45 million. The incumbent contractors are COPEL SRL, CONSORZIO
CONTINENTAL, EDILEM SRL, LA TERMICA SRL, and SEB.CO. This is the second bridge contract requested for this service.
3. Description of Supplies/Services
The Micro MACC provides for various renovation, repair, and other minor construction projects at NSA Naples. These projects are critical for mission readiness, airfield safety and capabilities, and the availability of required facilities to support combat missions. The bridge contract will ensure continuity of operations, allowing for the execution of remaining projects on the NSA
Naples Maintenance Execution Plan for FY26 and FY27. This includes approximately 38 planned task orders.
4. Statutory Authority Permitting Other Than Full and Open Competition
The statutory authority is 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority
The need for a bridge contract arises from unforeseen delays in the acquisition planning for the follow-on MACC. These delays were caused by the unexpected departure of key personnel in
2025 and a subsequent hiring freeze, which significantly hampered the development of the necessary technical documentation and requirements package.
Without an extension of the ordering period and an increase in contract capacity, the Agency's ability to execute the remaining and upcoming projects for FY26 and FY27 would be unreasonably constrained. This would lead to significant delays or cancellations of required construction projects, which in turn would compromise mission readiness, diminish airfield safety, and delay facility availability for combat missions. The current planned projects for the
Micro-MACC are estimated to be at least $11.98 Million for FY26 and FY27.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
NAVFAC EURAFCENT considered using other existing contracting vehicles as an alternative, but the value and scope of these projects are outside the scope of those contracts. The
Government is actively pursuing the follow-on requirement through full and open competition to ensure maximum participation. The incumbent contractors are the only sources that can continue to provide these services without a break in service and a subsequent negative impact on mission requirements.
The proposed bridge action was synopsized on the SAM website on 05 March 2026 for 15 days, no response was received expressing an interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any firms other than the current MACC holders to provide the required services in the timeframes required.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined the anticipated cost to the Government of the services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition
NAVFAC EURAFCENT is the Procuring Contracting Office for the follow-on MACC, which is being procured under full and open competition to maximize competition to the greatest extent possible. The agency’s primary objective is to award the follow-on contract in a timeframe that eliminates the need for a third bridge contract. The planned full and open competition will ensure the selection of the most qualified contractors add the best value to the Government for the long-term requirement.
