About this file

This Addendum No. 1, dated May 6, 2026, modifies the bidding documents for the Kenosha County Detention Center (KCDC) Paving Rehabilitation Phase 3 project under Clark Dietz, Inc.'s engineering oversight. The addendum introduces significant modifications to the project bid form and specifications, including four new pay items: Temporary Construction Fence (lump sum), Site Restoration (lump sum), Remove/Salvage/Reinstall Existing Fence (linear feet), and New Chain Link Fence (linear feet). The temporary construction fence, 6 feet in height with capacity for 35 impounded vehicles (approximately 350 linear feet), must be installed at the north end of the loading docks or owner-approved location, with the owner requiring 72 hours to relocate vehicles after installation. Site restoration work encompasses permanent lawn rehabilitation in construction-disturbed areas, requiring a minimum of 4 inches of topsoil, seed, fertilizer, and photodegradable erosion matting per Wisconsin Department of Transportation specifications, with contractor responsibility for watering and maintenance for 60 days post-installation. The addendum also clarifies that HMA 4 LT 58-28 S may substitute for HMA 5 LT 58-28 S in the 3-inch concrete mill area, directs that Stage 3 and the proposed parking lot be completed before Stages 1 and 2 to minimize heavy truck traffic on new pavement, and notes that proposed parking lot drainage replicates existing conditions by directing runoff southeast toward the detention center's stormwater pond.

The bid form remains unchanged in its core structure and submission requirements, maintaining the existing deadline of May 13, 2026 at 1:00 PM and all associated bonding, insurance, and documentation requirements established in the original solicitation. No changes to project drawings were made, and the pricing terms, set-asides, and other financial requirements remain as outlined in the primary bid documents. The addendum's technical clarifications address construction sequencing, pavement material substitution allowances, and site restoration specifications to ensure contractor understanding of modified project expectations while preserving the original bidding timeline and award schedule.
