About this file
This is a Sources Sought Questionnaire for a pre-solicitation announcement regarding construction of an aircraft parking apron at Royal Australian Air Force Base Tindal, Australia. The questionnaire is designed to identify potential contractors capable of performing this $150-200 million construction project and must be submitted by October 19, 2026, at 2:00 PM HST to merbbyjoyce.n.corpuz.civ@us.navy.mil.
Respondents must submit a maximum of five completed Construction Experience Project Data Sheets demonstrating relevant experience in three specific areas: Airfield Portland Cement Concrete (PCC) Pavement with a minimum of 10,000 square meters and 300 mm thickness; Airfield Asphalt Concrete (AC) Pavement with a minimum of 10,000 square meters and 50 mm thickness; and Aviation Fuel System construction valued at approximately $2 million or more. All relevant projects must have been completed or substantially completed (at least 90% physically complete) within the past fifteen years. Additionally, respondents must provide a letter from a corporate surety on the U.S. Department of the Treasury Circular 570 indicating bonding capacity. The questionnaire requests feedback on contractor preferences between Design-Build or Design-Bid-Build delivery methods, current mobilization capabilities near Tindal, and ability to secure full bonding capacity for the project value. Submissions are limited to six single-sided pages in 10-point font or larger. This is a pre-solicitation announcement only; no contract will be awarded from this announcement and no reimbursement will be provided for submission costs.

Name/Title of Person Completing Questionnaire: _________________________________ _______________________________________ Submittal Requirements:
1. Submit information on a maximum of five (5) projects using Attachment 2 (Construction Experience Project Data Sheet) to demonstrate relevant project experience. Relevant project definitions are as follows:
a. Airfield Portland Cement Concrete (PCC) Pavement: New airfield (aircraft runway, taxiway, or apron) PCC pavement of at least 10,000 square meters with a minimum concrete thickness of 300 mm. Flexible pavement construction will not be considered when evaluating experience in Airfield PCC Pavements. Only pavement of aircraft runways, taxiways, or aprons will be considered. Projects submitted to demonstrate Airfield PCC Pavements will only be considered if the work was performed by the specific entity proposed for Airfield PCC pavements.
b. Airfield Asphalt Concrete (AC) Pavement: New airfield (aircraft runway, taxiway, or apron) AC pavement of at least 10,000 square meters with a minimum asphalt concrete thickness of 50 mm. Airfield PCC pavement construction will not be considered when evaluating experience in Airfield AC Pavements. Only pavement of aircraft runways, taxiways, or aprons will be considered. Projects submitted to demonstrate Airfield AC Pavements will only be considered if the work was performed by the specific entity proposed for Airfield AC pavements.
c. Aviation Fuel System: New construction of an aviation fuel system consisting of in-ground refueling pits and underground piping that transports aviation fuel to aircraft and is approximately $2 million or more in construction value. For projects where the aviation fuel system is a portion of the overall project, the Respondent must clearly identify that the value of the aviation fuel system is approximately $2 million or more. Projects submitted to demonstrate Aviation Fuel System will only be considered if the work was performed by the specific entity proposed for the Aviation Fuel System.
Notes:
a. Relevant projects must have been completed or substantially completed within the past fifteen (15) years from the date of issuance of this Sources Sought announcement.
b. “Substantially completed” is defined as at least 90% physically completed.
c. Relevant construction projects submitted shall collectively demonstrate experience in all individual features. All individual features, or multiple individual features, do not have to be within a single project scope.
d. A relevant construction project is further defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
e. There is a clear distinction between “experience” and “past performance”. Experience is related to the types and amounts of projects previously accomplished. Past performance relates to how well a contractor has performed.
2. Provide a letter from a Corporate Surety indicating your single contract bonding capacity. The surety must appear on the U.S. Department of the Treasury Circular 570.
Feedback:
1a. What is your preference (Check one):
Design-Build (DB): ____ Design-Bid-Build(DBB): _____
1b. If DB is preferred, are your potential designers of record able to provide technical support of construction at Tindal, Australia?
2. What is your company’s current mobilization near Tindal?
3. Will you be able to secure full bonding capacity for a $150-200 million construction project?
