The project is funded through a New York State Downtown Revitalization Initiative grant, which requires Vendor Responsibility Questionnaire (VRQ) submission for subcontracts valued at or exceeding $100,000. A Minority/Women Business Enterprise (M/WBE) requirement mandates that a minimum of $35,000 of the contract sum be sourced from state-certified M/WBE subcontractors, with the Owner establishing MBE and WBE goals of 15 percent each. The Owner has identified preferred subcontractors for curtain and track installation through Zarin Fabrics (with a $9,500 allowance) and low-voltage work through Minerva AV, though the General Contractor may propose alternatives for Architect approval. The contractor must provide a qualified site superintendent with specified minimum on-site hours, maintain detailed project documentation including weekly photographs and submittals schedules, comply with all applicable codes and permits, and deliver comprehensive closeout documentation including operation and maintenance manuals, warranties, and staff training upon project completion.
