Town of Chelmsford, MA Request For Proposals
Chelmsford Municipal Buildings Electrification Roadmap
The Town of Chelmsford Department of Public Works is seeking proposals from qualified professional engineering consulting firms for the development of a comprehensive Electrification Roadmap, identifying strategies for electrification and carbon neutrality of Ten key public-municipal buildings. All buildings currently rely on gas-fired heating systems at some capacity, and the roadmap will evaluate pathways to transition these facilities to an all-electric operation. Bidding procedures shall be in full compliance with M.G.L Ch. 30b.
Non-Price and Price Proposals will be received until 11:00am July 23, 2026 at the Town of Chelmsford DPW Facility, 9 Alpha Road, Chelmsford, MA 01824.
RFP Documents will be available beginning June 24, 2026, at 10:00 am via electronic download at www.chelmsfordma.gov/bids.aspx.
All RFPs will be reviewed and evaluated by a Selection Committee within ten business days of the Bid Opening. Each member of the Selection Committee will review and rank all proposals received based on the Comparative Evaluation Criteria. A composite ranking of individual rankings will be summarized. After the composite ranking is established, a consultant will be recommended based on the review of the proposals or if the Selection Committee decides to conduct interviews with two or more of the consultants. If negotiations with the highest ranked consultant are unsuccessful, the next highest ranked consultant will be selected to continue the process until a final recommendation is made to the Town Manager. The Town Manager, acting as the town’s Chief Procurement Officer, will work to execute a contract with the recommended consultant.
The Town reserves the right to accept or reject any or all proposals and parts of any or all proposals for any reason, and to waive any and all conditions or informalities in the terms or requirements of this Request for Proposals if it would be in the best interest of the Town to do so.
