About this file

This is an Amendment 2 to an Invitation for Bid issued by the South Carolina Department of Motor Vehicles (SCDMV) for HVAC services at the Myrtle Beach facility. The solicitation, numbered 5400026053, requests replacement of the current electric HVAC unit located on the ground at 1200 21st Avenue North, Myrtle Beach, South Carolina 29577. The current unit model number is WCH180E300AA with serial number 103110917D. A non-mandatory pre-bid meeting and site visit is scheduled for November 2-3, 2023 at 11:00 AM, with the pre-bid meeting immediately following the site visits. Offers must be submitted online at http://www.procurement.sc.gov by November 21, 2023 at 11:00 AM, with questions due by November 6, 2023 at 10:00 AM. Award will be posted between November 21 and November 27, 2023.

Amendment 2 addresses five questions from potential bidders regarding the existing HVAC system specifications and installation requirements. Key clarifications include confirmation that the existing pad will remain unchanged and that contractors may replace exterior ductwork but must not replace interior ductwork. The contractor must ensure compliance with all specification requirements regardless of existing physical constraints, and the SCDMV cannot confirm the presence or integration of smoke detection systems with fire alarm controls. Offerors must acknowledge receipt of amendments on their bid submissions and are responsible for contacting the procurement officer, Andrea Cornelius at 803-896-9662 or andrea.cornelius@scdmv.net, for any clarifications needed regarding the solicitation terms.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]

The following questions were received pursuant to the original date and time specified on the front of the solicitation:

1. Is the current unit electric or gas? Is the unit on the roof or ground? What is the model and serial number of the current unit?

SCDMV Response -This current unit is electric and on the ground. The model number is.

WCH180E300AA and the serial number is 103110917D.

2. The pad is not big enough for the unit to set upon. Have allowances been made to change the pad or is it to remain as is?

SCDMV Response – The pad will remain as is.

3. The ductwork entering the building creates a restriction which will affect the efficiency and capacity of the equipment. Have any allowances been made to reconfigure the ductwork or is it to be reconnected to existing ductwork?

SCDMV Response – Contractor may replace the exterior duct work. Contractor must not replace the interior duct work.

4. Under Article III Scope of Work/Specifications - subcategory II Scope of Work – Line 3 sentence 2 and line 17 may be impossible to be met because of questions 1 & 2(pages 17 and 18). Can they be stricken from the contract so as to not hold the contractor liable if allowances are not to be made?

SCDMV Response – No, these will not be stricken from the contract.

5. Is there a smoke detector and is it wired into the controls/fire alarm system?

SCDMV Response – SCDMV does not have any schematics of the duct work system and cannot confirm if there is or is not a smoke alarm. SCDMV can confirm if there is a smoke alarm it is not wired into a fire alarm control panel.

OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION. CONTACT INFORMATION CAN BE FOUND IN THE TOP RIGHT HAND CORNER OF THE COVER PAGE OF THIS AMENDMENT. REFERENCE THE “DUTY TO INQUIRE” CLAUSE IN THE ORIGINAL FIXED PRICE BID.
