About this file

This is Addendum 1 to Request for Proposal #2603 issued by Kenosha County, Wisconsin, for operational and management services of a nature education center located in Bristol Woods Park. The addendum clarifies key requirements and proposal submission details for qualified 501(c)(3) non-profit organizations seeking to operate the 197-acre county facility. A pre-proposal conference was held on March 2, 2026, at 10:00 AM at the Pringle Nature Center, with sealed proposals due on March 25, 2026, at 1:00 PM. Proposals must include one original master copy, three identical photocopies, and one USB storage device. The contract award is estimated for June 15, 2026, with operations commencing July 1, 2026, for a ten-year term extending through June 30, 2036. The selected operator will provide environmental learning programming, manage front desk operations, coordinate with schools and community groups, and serve as the on-site facility contact while maintaining required insurance coverage including $1,000,000 Commercial General Liability per occurrence and Workers Compensation at statutory limits.

The addendum provides clarifications regarding financial documentation, reference requirements, and contract modifications. Proposers must submit audited financial statements or annual reports in any detailed format containing lines for revenue and expenses with no required format specified. Reference letters from organizations or agencies are not required; completion of Attachment B is sufficient, though the County may request additional reference information during evaluation. Regarding cost proposals, operational funds requested from Kenosha County are not fixed and may increase or decreases annually but are not guaranteed. All modifications to contract terms, conditions, or duties require written addendum or change orders signed by both parties. The evaluation criteria are weighted across five categories: cost proposal (20 points), organizational and administrative/staffing qualifications (20 points), programming and educational expertise (20 points), financial literacy and sustainability (15 points), and community engagement and partnerships (15 points), totaling 100 points.
