About this file

This is a price proposal attachment for Dane County, Wisconsin's 2026 redi-mix concrete bid (RFB 2026-RFB-004). The County Highway and Transportation Department is soliciting bids for on-demand redi-mix concrete delivery throughout the 2026 calendar year. The solicitation covers 38 line items encompassing various concrete mixes ranging from 6.0 bag to 10.0 bag formulations, with and without fiber mesh additives, as well as specialized batches designed to achieve compressive strengths of 3000 PSI and 4000 PSI at cure times of 6, 8, 12, and 20 hours. Additional services include heated material charges, minimum load charges for quantities less than 3 cubic yards, evening and overnight delivery surcharges between 7 p.m. and 1 a.m., and chloride and non-chloride accelerator options, with separate pricing required for both weekday and Saturday deliveries. All concrete must comply with Wisconsin Division of Highways Standard Specifications for Road and Bridge Construction (2026 edition) and be delivered FOB destination to any job site within Dane County. The solicitation was released on January 23, 2026, with vendor questions due by February 13, 2026 at 4:00 p.m. and proposals due by February 23, 2026 at 12:00 a.m. (midnight) through the County's eProcurement Portal. The resulting contract will be effective for one year from the purchase order date or contract execution date.

All pricing must be inclusive of labor, delivery costs, and all other expenses necessary to provide the product in accordance with the specifications and terms of the bid document. Bidders must complete all orange cells in the proposal template and enter "no bid" for any line items they are not bidding on, and must submit the completed price proposal in Microsoft Excel format. Bidders are required to identify all plant locations, including street addresses, phone numbers, and hours of operation. The County may award contracts on a per-item basis or total net bid basis, whichever is most advantageous, and will evaluate bids based on cost, past performance, service reputation, and service capability. The County explicitly will not consider local vendor purchasing preferences or local content preferences in its evaluation. All bidders must comply with Wisconsin excise tax requirements, provide a certificate of insurance naming Dane County as an additional insured, submit a W9 form dated within the past 12 months, and disclose any fair labor practice violations by the National Labor Relations Board or Wisconsin Employment Relations Commission within the past seven years. The contract includes a $10.00 per cubic yard deduction penalty for failures to meet agreed delivery times within one-half hour. No specific incumbent vendors, budget range, or award value has been disclosed.
