About this file
This document is a Sole Source Certification from the School District of Manatee County in Florida, specifically seeking to procure the rental and lease of LECOM Park for the 2025 high school graduation ceremonies. The procurement targets Pittsburgh Associates of Florida as the sole vendor, with planned event dates from May 13-19, 2025, to accommodate approximately 7,500 guests. The venue was selected based on its unique ability to meet the event's specific requirements, including comprehensive infrastructure such as lighting, video board, tables, chairs, audio-visual equipment, internet, parking, and security services. The procurement follows Florida School Board Administrative rules 6A-1.012 and local purchasing regulations, with a mandatory 15-business day public posting process in accordance with Florida Statute 287.057(3).
The sole source certification emphasizes that LECOM Park is the only venue in Manatee County capable of meeting the district's specific event needs, thus justifying a direct procurement without competitive bidding. While the document does not specify a precise award value or budget range, the complexity of required amenities and event size suggest a potentially significant contract value. The procurement appears to be an unrestricted opportunity without specific set-aside designations or enterprise restrictions. The solicitation was posted on May 1, 2025, with responses due by May 12, 2025, under the State Local Contract Opportunity ID 68137bd98df43e29a50a47e6. The procurement process is being conducted transparently through a public posting, allowing for potential review and validation of the sole source justification.
