About this file
This is an amendment to a Request for Proposals issued by the State of Alaska, Department of Environmental Conservation, Village Safe Water Program, for engineering design and construction administration services for sewage lagoon rehabilitation and upgrades in Tanana, Alaska. The project encompasses two primary tasks: Task 1 (September 1, 2026 through approximately June 2027) includes engineering design, specification development, design reviews, community engagement, technical memos, design analysis reports, environmental assessment, permitting, and bid document preparation based on recommendations from a Preliminary Engineering Report; Task 2 (June 2027 through December 31, 2028) covers engineering services during construction and closeout/warranty activities. The overall contract period runs from September 1, 2026 through December 31, 2028. The proposal due date is July 21, 2026 at 2:00 PM Alaska Standard Time, extended from July 14 via Amendment 1. Voluntary site visits may be arranged by contacting Too'gha Inc. at (907) 366-1153. Proposals must be submitted via email to john.mcdonald@alaska.gov with separate technical and cost PDF attachments.
The estimated contract amount ranges from $250,000 to $500,000, structured as firm fixed price based on labor billing rates and indirect costs using the VSW Estimate Template, with price not serving as an evaluation criterion per Alaska Statute 36.30.270. A five-point MBE/WBE preference is available for certified firms. The project manager must be a currently licensed Professional Engineer in Alaska with at least five years of project management experience and five years of design experience as a P.E. in Alaska, plus construction administration experience. Contractors must demonstrate prior experience working in communities served by Village Safe Water or Alaska Native Tribal Corporations and providing engineering services for water or wastewater infrastructure. Amendment 2 responds to vendor questions confirming that the engineering consultant who authored the Preliminary Engineering Report is eligible to submit a proposal for award. Mandatory written registration with the procurement officer (evan.patterson@alaska.gov) is required; failure to register may result in proposal rejection. Work must be performed in the United States, and all federal compliance requirements apply.

Sewage Lagoon Upgrades Design RFP Due Date: July 21, 2026 @ 2:00 PM AST
The following are vendor questions and the department’s responses:
1. Vendor: Can you tell me if the engineering consultant that authored the PER is eligible for award on this contract? Also, if you're at liberty to say, can you share whether or not ADEC has been happy with their work to date?
Department: Yes, the contractor that authored the Preliminary Engineering Report (PER) can submit a proposal that may be eligible for award. Contractor performance is not public information.
